About The Position

Develops, manages, and conducts comprehensive watershed management and/or Total Maximum Daily Load (TMDL) plans. This involves collecting and analyzing land use and resource information, identifying and clarifying stakeholder concerns, establishing goals, and supporting locally initiated strategies. The role also develops and manages activities and programs for the Richland County Stormwater Management Division to support the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase I program. This may include Best Management Practices (BMPs) restoration projects, watershed and water quality protection projects, natural resource conservation programs, and other related activities. The position is responsible for applying for and overseeing grants to aid in stormwater project development and implementation, tracking cost share information, and maintaining financial records for grants. Projects must be kept on time and on budget. The coordinator serves as a liaison to environmental groups in Richland County and provides leadership to foster strong working relationships among community stakeholders and other government entities. The role represents the Stormwater Management Division and works to develop, coordinate, and conduct cooperative stormwater programs with various organizations. Responsibilities may include inspecting drainage systems, channels, ponds, and other stormwater management features for regulatory compliance, and monitoring and collecting water samples to test for pollutants, interpreting laboratory data. The position also represents Richland County Stormwater Division and Department of Public Works at educational conferences and workshops, and performs general administrative and clerical work such as attending meetings, preparing reports and correspondence, data entry, spreadsheet preparation, filing, and answering telephones. Compiles data for and prepares records and reports as required by the department, County, and regulatory agencies, and maintains assigned databases. Attends meetings, training, and seminars to stay current on legislation, trends, and technology in stormwater management.

Requirements

  • Bachelor’s degree in science, environmental science, engineering, program management.
  • Requires a minimum of two (2) years of professional-level experience in stormwater management, engineering, environmental science, or project management.
  • Must possess a valid state driver’s license.

  • Completion of a Master’s degree or completion of work toward a Master’s degree is preferred.

Responsibilities

  • Develops, manages and conducts comprehensive watershed management and/or Total Maximum Daily Load (TMDL) plans.
  • Develops and manages activities and programs for the Richland County Stormwater Management Division in support of the NPDES MS4 Phase I program.
  • Applies for and oversees grants that can assist in the development and/or implementation of stormwater projects.
  • Keeps track of cost share information and maintains financial records necessary to manage any grants.
  • Ensures projects are kept on time and on budget.
  • Serves as a liaison to the various environmental groups in Richland County.
  • Provides leadership to develop strong working relationships among stakeholders in the community and other federal, state, local government.
  • Represents the Stormwater Management Division and works to develop, coordinate and conduct cooperative stormwater programs with other County Departments and Divisions, state and local governments, non-profits and citizen groups.
  • May inspect drainage systems, drainage channels, ponds, and other stormwater management features for compliance with applicable stormwater regulations.
  • Monitors and collects water samples from various sources for the presence of indicator pollutants; interprets data from laboratory reports.
  • Represents Richland County Stormwater Division and Department of Public Works in local statewide and national education conferences and workshops.
  • Performs general administrative and clerical work as required, including attending meetings, preparing reports and correspondence, entering and retrieving computer data, preparing spreadsheets, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
  • Compiles data for and prepares a variety of records and reports as required by the department, County and/or regulatory agencies; maintains assigned databases.
  • Attends meetings, training, seminars, etc., as appropriate to maintain knowledge of current legislation, trends and technology in stormwater management.
