About The Position

This job posting outlines three levels of Water & Wastewater Utilities Technicians: I, II, and III, each with increasing responsibilities and experience requirements. The primary function across all levels is the maintenance and repair of the city's water distribution and wastewater collection systems. This includes tasks such as maintaining pipes, valves, hydrants, storage tanks, manholes, and lift stations. Technicians also assist with maintaining other city facilities, public buildings, and parks. Specific duties may include assisting with water meter readings and billing, performing preventative maintenance inspections, record keeping, and operating various types of equipment. Higher levels involve more complex repairs, oversight of crews, and greater responsibility for equipment operation and potential city liability.

Requirements

  • One year experience in mechanical and structural repairs and working knowledge in light equipment operations (Technician I).
  • Two years' experience in mechanical and structural repairs and working knowledge in light equipment operations (Technician II).
  • Five years of experience and extensive knowledge of maintenance of water distribution, pressure reducing stations and wastewater collection systems (Technician III).
  • Maintenance background desired.
  • Working knowledge of computers required and ability to maintain records.
  • Ability to communicate effectively with the public required.
  • High school diploma or GED required.
  • Must obtain ADEC Provisional Certificate for Water Distribution and Wastewater Collection within 12 months of hire and Level I Certification within 12 months of receiving Provisional Certificate (Technician II).
  • Must possess current State of Alaska Certification Level I in Water Distribution and Wastewater Collection and obtain Level II Certification within 24 months (Technician III).
  • Must have ability to maintain accurate records (Technician III).
  • Working knowledge of operation of excavator and backhoe is required (Technician III).
  • Valid Class B CDL with Tanker Endorsement required (Technician III).

Nice To Haves

  • Experience in Backflow Prevention (Technician I, II).
  • Backflow Prevention certification (Technician III).

Responsibilities

  • Performs maintenance of City facilities relating to water distribution and wastewater collection systems.
  • Assists with the maintenance and repairs of City buildings and physical plants as assigned.
  • Assists with monthly water meter readings and transmitting records to Finance Department for billing.
  • Assists Meter Technician with the maintenance of all residential and commercial water meters in the City's water system.
  • Performs preventative maintenance inspections on a routine basis and performs maintenance record keeping.
  • Performs major maintenance projects and repairs.
  • May occasionally be required to assist roadway and excavation crews, and operate light equipment.
  • Performs maintenance and repair to City's water distribution system including pipes, valves, hydrants, pressure reducing stations, storage tanks.
  • Performs maintenance and repair to City's wastewater collection system including pipes, manholes, clean outs, lift and dump stations.
  • Operate sewer vactor truck and other sewer cleaning equipment.
  • Assisting Lead Utility Tech with inventory control.
  • Responsible for reviewing requisitions, ordering of parts and equipment, in the absence of the Lead Utility Tech.
  • Occasionally be required to oversee excavation crew and utility crew during water/sewer main installation and repair.
  • Assists the Lead Utility Tech in the review of plans and specifications of capital projects associated with the water distribution and wastewater collection systems.
