Are you motivated by seeing critical water and wastewater projects take shape through strong on-site leadership? CHA Consulting, Inc. is seeking a Water/Wastewater Construction Manager to join our Water Team in Blacksburg, VA or Richmond, VA . In this role, you’ll serve as a key on-site leader—observing daily construction activities, collaborating with contractors and clients, and ensuring projects are delivered safely, efficiently, and to the highest standards.

Requirements

  • Associate’s Degree in Engineering Science, Construction Services, or a related technical field required or equivalent combination of education and experience; Bachelor’s Degree preferred
  • Minimum of 5 years of experience in construction management or a similar role required
  • Valid driver’s license required
  • Strong understanding of construction processes, materials, and regulatory requirements with knowledge of construction safety and quality standards
  • Strong proficiency with Microsoft Office and Excel required
  • Excellent organizational, communication, and project management skills
  • Ability to work independently and collaboratively across teams
  • Strong problem-solving and decision-making abilities

Nice To Haves

  • Bachelor’s Degree preferred
  • Proficiency with construction management software and tools preferred
  • PACP (pipe), MACP (manhole), and/or LACP (lateral) certifications preferred

Responsibilities

  • Provide day ‑ to ‑ day on ‑ site construction management to ensure water and wastewater projects are delivered safely, on schedule, and in accordance with contract requirements
  • Serve as a primary point of contact for contractors, clients, and project teams—facilitating clear communication, resolving field issues, and maintaining strong working relationships
  • Conduct regular site visits to verify compliance with plans, safety standards, and quality expectations
  • Review, track, and document construction activities including work orders, pay applications, inspection reports, and daily reports with accuracy and attention to detail
  • Review change order requests, develop estimates, negotiate costs, and support stakeholders and regulatory engagement
