About The Position

The City of Auburn's Public Works department is looking for their next great Water Utility Engineer to join the team! This senior-level professional engineering position will allow you to learn and practice the administrative, planning, and management activities of a municipal water system serving the majority of residents and businesses within a jurisdiction with a population of around 90,000 with involvement in all aspects of the water system. The Public Works Department offers positive and energetic leadership that supports innovative and creative leadership. There is robustness in many of the time tested approaches towards providing service but more often today's challenges require new ideas and new approaches. The employee who holds this position will get to work on exciting projects, such as the Capital Facilities Plan Development and Implementation, Rate Study support, Comprehensive Water System Plan minor and major updates, assisting with bond funding issuance, Design Standards review and updates. With great responsibility also comes challenge, and the department recognizes that this position requires in-depth knowledge of the City's water systems specifically, and knowledge of water systems in general. This will require research and discussions with others (Maintenance & Operations division, Director, City Engineer), along with experience. Regularly scheduled meetings will be held with the incumbent with their direct supervisor to discuss progress towards goals and expectations. In addition, the Department has an on-boarding program for new employees to familiarize themselves with department processes, procedures and expectations. In a commitment to continual learning, the City is supportive of AWWA Training/certification, APWA membership/training, AWC training, other training and education as required to maintain certifications that benefit the position. To be most successful in this role, you'll need to be reliable, an effective communicator, and a great collaborator. You will need to be able to handle conflict and work through conflict resolution. Time management and focus will be critical in your day-to-day work!

Requirements

  • Have a Bachelor of Science degree in Civil Engineering
  • Have five (5) years of civil engineering experience
  • Have a valid state driver's license without impending loss at time of appointment.
  • Have knowledge of water system planning and operations.
  • Be able to work well with field staff and office staff from all different divisions.
  • Have solid basic computer skills - especially in Windows and Outlook.
  • Have the ability to read and understand design standards, comprehensive plans, city code, water system plans, and federal and state regulatory requirements.
  • Have an understanding of water system functions (supply, treatment, distribution) and basic hydraulics.
  • Understand asset management principles and practice.
  • Have strong communication skills with an interest in working collaboratively with others.

Nice To Haves

  • Have an EIT
  • Have potable water utility engineering experience
  • Have a PE certification within one year of placement
  • Have a Washington State Department of Health Waterworks Operator Certification

Responsibilities

  • Reviews capital project plans, reports, and other documents for consistency with program/project goals, City Engineering Design and Construction Standards, and the System Plan.
  • Develop and manage the water utility capital and engineering budgets.
  • Work closely to support water utility operations and maintenance staff.
  • Provide review of development and capital projects.
  • Oversee and ensure permit and regulatory requirements are met.
  • Develop capital project charters for implementation by the Engineering capital group.
  • Provide leadership and supervision to assigned staff.
  • Keep the City Engineer and Public Works Director informed of issues, challenges, and opportunities and providing recommended solutions and ideas.
  • Implementation of the comprehensive water system plan policies and goals.
