The department oversees streets, traffic systems, landscaping, lighting, water, sewer, and storm drains, as well as City-owned facilities and vehicle fleets. Public Works also provides engineering, environmental compliance, and inspection services, manages capital improvement projects and recycling programs, and administers the City’s solid waste franchise. Requirements

Knowledge of water treatment/distribution operations, SCADA systems, regulations, safety protocols, and industry standards.
Skilled in interpreting and applying regulatory requirements, troubleshooting system issues, and responding to emergencies.
Ability to lead, train, and coordinate staff while supporting development of goals, policies, and procedures.
Strong communications skills with the ability to prepare clear reports, documentation, and public presentations.
Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in wastewater collection, stormwater management, or a related field.
Four (4) years of experience in water treatment and operations, including at least three (3) years in a supervisory or lead role.
Possession of a valid Class C Commercial California Driver’s License to be maintained throughout employment.
Ability to obtain a Hazmat Endorsement within twelve (12) months of appointment.
Possession of a California Water Treatment Operator T-3 Certificate at time of appointment, to be maintained throughout employment.
Possession of, or ability to obtain within twelve (12) months of appointment, a California Water Treatment Operator T-4 Certificate.
Possession of a California Water Distribution Operator D-2 Certificate at time of appointment, to be maintained throughout employment.
Possession of, or ability to obtain within twelve (12) months of appointment, a California Water Distribution Operator D-3 Certificate.

Responsibilities

Supervise, plan, organize, and review the work of staff responsible for operating and maintaining water treatment plants, booster stations, transmission pipelines, and cross-connection control.
Ensure potable water meets all regulatory requirements and is delivered safely, efficiently, and reliably.
Oversee operations, maintenance, process improvements equipment upgrades, standard operating procedures, and preventative/corrective maintenance programs.
Supervise and participate in the operation, calibration, and maintenance of SCADA, process control analyzers, and monitor equipment, including data accuracy and cybersecurity.
Prepare technical and administrative reports and regulatory submittals to applicable agencies.
Respond to operational emergencies and make critical decisions to protect public health and ensure timely resolution of issues.
Assist with facility upgrades, capital improvement projects, safety programs, and equipment replacing planning.
Prepare and administer the annual operating budget, including monitoring revenues and expenditure.
Serve as Chief Operator in absence of the Water Utilities Superintendent.
Collaborate with water treatment staff, City employees, and the public in a professional and customer-service-oriented manner.
