About The Position

The Presidio Trust is seeking a Water Treatment Plant Supervisor to join its Utilities Department. Reporting to the Utilities Manager, the Water Treatment Plant Supervisor is responsible for the overall management, operation, maintenance, regulatory compliance, and long-term planning of the Presidio Trust’s potable water treatment and distribution systems. This position provides strategic and technical leadership to ensure the delivery of safe, reliable, and sustainable drinking water that meets or exceeds all federal and state regulatory requirements. The Water Treatment Plant Supervisor oversees daily operations, personnel, capital improvement projects, asset management programs, emergency response, contractor performance, budgeting, regulatory reporting, and the implementation of technology and data-driven initiatives that improve system performance, operational efficiency, and infrastructure resiliency.

Requirements

California State Water Treatment Operator Certificate (Grade T3 or higher).
California State Water Distribution Operator Certificate (Grade D3 or higher).
Certified AWWA Cross-Connection Specialist.
A valid California Driver’s license.
Five years of progressively responsible experience in public water treatment and distribution system operations, including experience supervising personnel and managing regulatory compliance, maintenance, or utility infrastructure programs.
Three years supervisory experience.
Develop strategic operational and capital improvement plans.
Ability to interpret technical and regulatory requirements.
Ability to analyze operational and financial data to support decision-making.
Prepare technical reports, presentations, and budget proposals.
Ability to manage consultant and contractor performance.
Ability to coordinate multiple projects and competing priorities.
Experience building collaborative relationships with regulators, stakeholders, consultants, and internal departments.
Ability to communicate effectively with executive leadership, regulatory agencies and the public.
Ability to promote innovation and continuous improvement through technology and data-driven decision-making.

Responsibilities

Direct and manage the operation and maintenance of the water treatment plant, storage facilities, pumping systems, and distribution network to ensure reliable delivery of safe drinking water.
Ensure compliance with all applicable federal, state, and local drinking water regulations; serve as the primary liaison with the California Division of Drinking Water and other regulatory agencies.
Oversee the Water Quality Monitoring Program, sampling plans, Consumer Confidence Report, water quality investigations, cross-connection control coordination, regulatory reporting, and response to customer water quality concerns.
Develop and implement operational strategies that improve system reliability, resiliency, efficiency, water quality, and overall performance, including water conservation, energy efficiency, chemical optimization, and water loss reduction.
Lead, supervise, and develop Water Treatment and Distribution personnel, including staffing, training, performance management, certification development, and succession planning.
Manage treatment and distribution infrastructure through comprehensive asset inventories, preventive and predictive maintenance programs, condition assessments, risk-based replacement prioritization, and long-term infrastructure renewal planning.
Coordinate with Engineering on infrastructure planning and modernization projects, including design review, construction coordination, contractor oversight, commissioning, and project closeout.
Develop and administer annual operating budgets and manage consultants, contractors, vendors, and specialized technical services to support utility operations and capital improvement projects.
Lead the implementation and administration of utility technologies, including GIS, SCADA, AMI, and CMMS; maintain accurate utility records and analyze operational, asset, and consumption data to improve system performance, reduce water loss, and support strategic planning.
Coordinate water utility activities with Engineering, Environmental Compliance, Finance, Information Technology, SFPUC, regulatory agencies, consultants, contractors, tenants, and other internal and external stakeholders; represent the organization during inspections, regulatory meetings, and public outreach.
Ensure compliance with OSHA, Cal/OSHA, and organizational safety requirements and promote a strong safety culture throughout water utility operations.
Lead risk assessment, emergency preparedness, infrastructure resilience, response, and recovery efforts involving water quality incidents, infrastructure failures, natural disasters, and other water system emergencies.
Directly supervises a team of up to 8 full-time professionals and contractors as appropriate.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include providing feedback, coaching, and guiding professional development of individual staff members; planning, assigning, and directing work; appraising performance; authorizing time off; addressing complaints and resolving problems; and as needed, interviewing, hiring, and training new employees.
