About The Position

The Water Security and Resilience Manager supports Office of the Deputy Assistant Secretary of the Navy for Energy (DASN(E)) efforts to enhance water resilience, conservation, and mission assurance across Navy and Marine Corps installations. This role focuses on implementing water-related statutory requirements, supporting water resilience readiness exercises, and integrating water security into broader installation resilience strategies. The Manager provides technical analysis, program tracking, and policy support to ensure installations can sustain operations during disruptions while meeting federal water conservation and stormwater management mandates.

Requirements

  • Bachelor’s degree in environmental engineering, water resources, environmental science, or related field
  • ~10 years of experience in water systems, infrastructure resilience, or environmental programs
  • Knowledge of federal water conservation and resilience policies
  • Experience with infrastructure planning, risk assessments, or utility systems
  • Strong analytical and data management skills
  • Ability to support executive communications and reporting
  • Ability to obtain and maintain a Secret clearance

Nice To Haves

  • Experience with DoW or Navy water resilience programs
  • Familiarity with WRREs, IEWPs, and installation master planning
  • Knowledge of stormwater management, wastewater systems, and water reuse
  • Experience with climate resilience and infrastructure risk modeling
  • Master’s degree in water resources, environmental engineering, or related field
  • Experience supporting Congressional and/or DoW senior leadership reporting

Responsibilities

  • Support implementation of water resilience programs under 10 U.S.C. §§ 2815 and 2866
  • Assist with Water Resilience Readiness Exercises (WRRE) and after-action analysis
  • Track water conservation, stormwater, and infrastructure resilience initiatives
  • Support development and integration of water components within IEWPs and resilience plans
  • Analyze risks to water systems, including supply disruptions and infrastructure vulnerabilities
  • Prepare reports, dashboards, and Congressional/Secretariat deliverables
  • Coordinate with installation personnel, engineers, and external stakeholders
  • Support policy development related to water security, conservation, and resilience
  • Assist with financial tracking and program performance metrics
