About The Position

The Water Resource Recovery Operations and Services department is seeking a Water Resource Recovery Services Manager. This position leads, manages, and coordinates programs and activities related to water resource recovery facilities and pump station operations and maintenance. Provides oversight and integration of operational functions to ensure effective service delivery, regulatory compliance, and alignment with organizational goals. Requirements

  • KNOWLEDGE OF: Characteristics, principles, services, and activities of comprehensive water resource recovery services and pump stations, including facilities, pump stations, reuse, and support programs
  • Advanced principles and practices of wastewater treatment system planning, design, construction, process control, and operation
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs
  • Modern and complex principles and practices of program development and administration, and project management
  • Advanced principles and practices of budget preparation and control
  • Principles of supervision; teambuilding and coaching techniques and practices
  • Pertinent federal, state, and local laws, codes, regulations, and permits
  • SKILL IN: Selecting, supervising, training and evaluating staff
  • Prioritizing multiple projects and managing competing deadlines
  • Reviewing and interpreting specifications, plans, maps, reports, and contracts pertaining to the planning, design, construction, maintenance, and operation of wastewater treatment systems

  • ABILITY TO: Interpret and apply pertinent policies, procedures, laws, regulations, and permits
  • Plan, develop, implement, and evaluate goals, objectives, and procedures that provide effective and efficient water resource recovery services
  • Interpret policies and procedures, administrative directives, laws, regulations, and analyze complex problems, and adopt an effective course of action
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff and other government officials, community groups, the general public, and media representatives
  • Operate effectively in a team environment
  • Communicate effectively, both orally and in writing
  • 5 years of experience managing teams within operations and maintenance at a water/wastewater utility
  • 5 years of experience in the planning, process control, and operation and maintenance of water resource recovery services and pump stations
  • Candidates must possess and maintain a valid state-issued driver’s license.

Nice To Haves

  • Bachelor’s degree in civil, sanitary, or environmental engineering, environmental science, business administration, public administration, or a related field preferred.
  • Candidates must possess and maintain an Oregon Department of Environmental Quality (DEQ) Level IV Wastewater Treatment Certification at the time of hire or be able to obtain the certification within six months of hire.

Responsibilities

  • Provides leadership, planning, and direction for the Durham, Rock Creek, Hillsboro/Forest Grove Water Resource Recovery Facilities, and pump stations.
  • Ensures alignment with organizational goals, regulatory requirements, and operational standards.
  • Creates and guides the development, modification, and implementation of the department’s priorities, goals, objectives, and permit required performance standards related to water resource recovery operations and process control, maintenance, electrical and instrumentation, and identification of repair and replacement projects at CWS’ water resource recovery facilities and pump stations
  • Manages service level objectives; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; implements structured improvement initiatives for the department.
  • Provides advanced technical guidance to staff and the Utility Operations Director regarding water resource recovery services and pump station operations and maintenance to support informed decision-making.
  • Prepares and administers budget; ensures adequate staffing, equipment, and resources are available to support efficient and cost-effective operations.
  • Negotiates and administers contracts for department studies, services, purchases, and permits.
  • Ensures compliance with standards, timelines, and budget requirements.
  • Mediates and resolves complex technical, sensitive, or controversial issues affecting internal programs and community-impacted projects, facilities, and services.
  • Represents the department to elected officials, agencies, community groups, partner organizations, and media; integrates departmental programs with external partners.
  • Coordinates objectives and work efforts across CWS departments and divisions.
  • Implements established policies and recommends new or revised policies to improve operational performance.
  • Participates in various CWS performance improvement teams and may act as a facilitator and leader on teams; leads the department’s Goal Share program development and initiatives.
  • Manages the work of technical, professional, and/or supervisory staff.
  • Oversees employee development and performance, including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
  • Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups’ understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
  • Drives a CWS or personal vehicle for work-related purposes.
