About The Position

Metrolinx is seeking a Senior Manager, Water Resource Management to provide comprehensive engineering services related to the development of infrastructure maintenance and rehabilitation programs for Rail Corridors track and structures. This role is crucial for ensuring these programs meet corporate needs and customer expectations in a timely, safe, and cost-effective manner. The position is based in-office at our 20 Bay Street location and is part of the Engineering & Safety department, which acts as the engineering technical authority for Metrolinx, managing over $20 billion in assets. The department plays a key role in ensuring the safe, reliable, and cost-effective service of the transit system.

Requirements

  • Completion of a degree in Engineering or a related discipline – or a combination of education, training, and railway water resources management experience deemed equivalent.
  • Demonstrated experience in railway engineering management, including the management of large technical teams, railway operations, and field experience associated with track water resources related rehabilitations, inspections and maintenance programs.
  • Strong influencing and negotiation skills to collaborate and establish effective working relationships with internal and external stakeholders.
  • Experience writing and developing best practices, engineering standards and recommended methods for railway engineering.
  • A valid Ontario Class G driver’s license is required to travel to various site locations, meetings, operational facilities, etc. (approximately 10%). Must meet and maintain the corporate standard for a good driving record.
  • Knowledge of rules and regulations established by Transport Canada (TC), American Railway Engineering Maintenance of Way Association (AREMA), Toronto and Region Conservation Authority (TRCA), American Passenger Transportation Association (APTA), Ontario Provincial and Municipal standards; various building codes, safety and environmental legislation.
  • Knowledge of railway engineering best practices and procedures for track water resource maintenance and rehabilitation.
  • Project management and coordination skills to manage the delivery of rail corridor maintenance and rehabilitation identified in the annual capital budget through project activities.
  • Procurement processes and vendor management skills to review and approve consultant and design proposals and make recommendations for successful implementation.
  • Analytical and problem-solving skills to oversee consultants and contractor rail corridor inspection and program maintenance activities, lead and oversee feasibility studies, and represent Metrolinx in the resolution of contractor’s and consultant’s disputes/claims arising from project undertakings.
  • Negotiation and political acuity to protect future MTO funding allocations impacting proposed plan rehabilitation and/or expansion programs.
  • Interpersonal and oral/written/presentation skills to develop and review reports for presentations to senior management audiences.

Responsibilities

  • Oversees the development, implementation, and management of departmental programs and initiatives, and monitors alignment and support of overall corporate strategies.
  • Leads and manages assurance and compliance with the delivery of water resource management related design, construction, and maintenance activities to address any deficiencies and sub-standard design to improve asset performance and reliability and ensure safe operation.
  • Creates and manages the strategic direction for Water Resources Management by developing, initiating, executing, and evaluating business cases for strategic initiatives related to the delivery of Rail Corridor Water Resources Management upgrades.
  • Ensures business case justifications have minimal impact on Metrolinx and GO Transit railway operations and are aligned with project scope, schedule, quality, and budget objectives and in compliance with corporate standards, guidelines, policies, and procedures.
  • Delivers presentations, attends meetings, and provides support for the organization and its initiatives.
  • Acts as a subject matter expert in water resource management to ensure water-related track infrastructure designs are safe and follow Metrolinx and industry standards.
  • Approves consultant studies and design proposals and provides guidance and recommendations for successful implementation.
  • Oversees development and practice of appropriate internal and external management control systems that maximize safety, environmental sensitivity, and expense accountability.
  • Communicates regularly with various internal and external stakeholders, partners, government representatives, third party vendors, and contractors, to advise, educate, negotiate and/or persuade on issues within scope of responsibility.
  • Reviews, evaluates, and approves project tenders and recommends contract awards to senior management for approval.
  • Establishes processes, controls and measures to ensure appropriate expense allocation, cost management, and overall fiscal responsibility.
  • Oversees research, recommends, develops, and/or implements revised or new standards, procedures, specifications and processes; ensures integration across the organization to improve operational efficiency, design standards, customer service, guidelines and safety.
  • Creates a working environment that is aligned with the organization’s values and objectives; ensures that people resources and required skills are properly aligned.
