About The Position

An Assistant Superintendent provides supervision to a group of Laborers and/or Equipment Operators engaged in the city’s municipal solid waste collection activities and related work. An employee in this class collaborates in leading and motivating the refuse team by example daily. You will enforce city standards related to safety, customer service, productivity, and compliance are met daily within the refuse collection. This position directly reports to the Refuse Superintendent that assigns areas of work and standards, as well as reviews the quality of work performed.

Requirements

  • Five (5) years of experience as an Equipment Operator II or Heavy Equipment Operator in refuse collection and disposal maintenance or street cleaning
  • Completion of high school courses or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Valid Commercial Driver’s License (CDL) with the proper endorsement for the vehicle being driven within three (3) months of appointment.

Responsibilities

  • Assigns and supervises crews, routes, and daily operations related to refuse collection, recycling, bulk collection, and various solid waste related collections activities; ensures work is completed safely, efficiently, and in accordance with established schedules and service standards to protect public health, safety, and community appearance.
  • Coordinates and adjusts collection routes to address operational demands, emergencies, special events, seasonal requirements, service requests, and other unforeseen conditions.
  • Receives, investigates, and resolves complaints, service requests, and inquiries from residents, businesses, contractors, and other stakeholders through asset management systems, telephone, or in-person interactions; ensures timely follow-up and corrective action.
  • Hires, trains, supervises, evaluates, and coaches employees; fosters a positive work environment that promotes accountability, teamwork, professionalism, safety, and continuous improvement in alignment with the City of Alexandria’s organizational values.
  • Enforces departmental policies, procedures, and operational standards, including attendance, scheduling, uniform/PPE compliance, vehicle inspection requirements, safe work practices, and completion of required reports and documentation.
  • Conducts daily field observations and operational inspections to ensure productivity, customer service, quality standards, and safety compliance are consistently met.
  • Investigates accidents, injuries, complaints, property damage claims, and operational incidents; prepares reports and collaborates with Safety, Human Resources, Risk Management, and other departments to implement corrective actions and reduce unsafe behaviors.
  • Coordinates operations and special projects with contractors, Fleet Services, and other City departments, including Street Maintenance, Traffic and Parking, Water Resources, General Services, and Emergency Management.
  • Collaborates with Fleet Services to ensure vehicles and equipment remain compliant with preventive maintenance schedules, repairs, inspections, and seasonal operational readiness requirements.
  • Ensures all equipment, tools, and operational resources are properly maintained, inspected, and utilized in accordance with safety and operational standards.
  • Maintains inventory and assists in the procurement and tracking of operational supplies, materials, tools, and equipment.
  • Determines staffing, equipment, and material needs for assigned operations and ensures resources are allocated effectively to support service delivery goals.
  • Monitors and maintains operational records, including employee attendance, contractor hours, route completion, service performance metrics, and daily, weekly, monthly, and annual reports.
  • Ensures vehicle operators maintain valid Commercial Driver’s Licenses (CDLs) and comply with all applicable federal, state, local, and departmental safety requirements.
  • Coordinates responses to environmental and public safety issues, including illegal dumping, debris removal, roadway hazards, spills, and emergency response support activities.
  • Provides technical guidance and operational support to employees regarding collection operations, equipment usage, safety procedures, and service standards.
  • Assists with route coverage and field operations during staffing shortages, emergencies, severe weather events, snow operations, or other operational needs.
  • Performs other related duties as assigned.
