About The Position

The purpose of this classification is to provide engineering and construction support for Water & Sewer Projects as pertaining to County infrastructure and departmental operations. projects and activities managed by the County.

Requirements

  • Bachelor’s degree from an accredited college or university in Civil Engineering, Engineering Technology, Construction Management, or related field.
  • Four (4) years’ experience in municipal water and sewer projects, civil engineer design of pipelines, pump stations, storage tanks, treatment plants, etc.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid Georgia driver’s license.
  • Familiarity with Environmental Protection Division Permitting and Minimum Standards for Public Water Systems and Guidelines for Sewage Collection Systems.
  • Working knowledge of National Incident Management System and Call Before You Dig (811).

Nice To Haves

  • Level 1B Advanced Fundamentals GSWCC red card certification or Level II Designer certification to be obtained within six (6) months from the date of hire.

Responsibilities

  • Develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plans.
  • Calculates cost estimates and identifies resources needed for projects.
  • Provides technical assistance throughout the project.
  • Participates in bid preparation and contractor selection.
  • Acts as County liaison for water and sewer projects working with contractors, citizens, and County staff to complete projects.
  • Reviews the work of contracted engineers, surveyors, and other project personnel.
  • Confers with contractors to make design modifications necessary to conform with regulatory and project requirements.
  • Approves the designs as appropriate.
  • Assists project manager in monitoring and updating project schedules and established timelines.
  • Reviews project progress reports submitted by contractors.
  • Schedules inspections to ensure compliance with all regulatory requirements.
  • Communicates with supervisors, employees, other departments, inspectors, contractors, engineers, utility companies, local/state/federal agencies, the public and outside agencies as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Assists in the management of projects during design and/or construction phases.
  • Reviews plans, conducts and/or attends regular project progress meetings.
  • Works with consultants, contractors, and work crews to resolve problems and initiates the appropriate solutions.
  • Assists with field decisions and recommends change orders as appropriate.
  • Prepares, reviews change orders for changes to contracted scope of work.
  • Reviews and recommends Pay Applications.
  • Monitors adherence to project schedules.
  • Inspects quality of construction work and materials.
  • Coordinates final inspections with contractors and engineers.
  • Facilitates project acceptance with other County departments or government agencies.
  • Reviews engineering design submittals and associated bid documentation.
  • Assesses construction work ensuring the project is constructed in accordance with the approved detailed plans and specifications.
  • Prepares or completes various forms, reports, correspondence, or other documents as related to the construction of projects.
  • Reviews various forms, reports, utility drawings, maps, construction plans, as-built drawings, blueprints, codes, laws, regulations, policies, procedures, manuals, directories, reference materials, or other documentation as required for the design and construction of projects.
  • Operates a computer to enter, retrieve, review or modify data.
  • Verifies accuracy of entered data and makes corrections.
  • Utilizes word processing, spreadsheet, database, or other computer programs.
  • Maintains a comprehensive, current knowledge of applicable codes, regulations and standards.
  • Maintains an awareness of new trends, methods, equipment, and advances in the profession.
  • Reads professional literature.
  • Maintains professional affiliations.
  • Attends workshops and training sessions as appropriate.
