About The Position

The James City Service Authority (JCSA) is seeking an individual to perform responsible work installing, maintaining, repairing, and constructing the JCSA water distribution systems. This role involves four levels, distinguished by the work performed and employee qualifications. The JCSA offers competitive compensation with predictable pathways, including annual cost-of-living increases and a step pay plan with regularly scheduled wage increases. Candidates with minimum experience may be hired into the first step of a pay grade, with structured annual step increases for the first four years and thereafter. The position requires the ability to work an on-call schedule and respond to after-hours emergencies, and may involve working during closures, after hours, and emergencies.

Requirements

  • Any combination of education and experience equivalent to a high school diploma.
  • Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Required to fulfill all requirements of the JCSA’s Respiratory Protection Program.
  • Knowledge of safe and effective use of hand and power tools; knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of occupational and safety hazards inherent with working in an underground utility section including confined space, trench safety, traffic control, and other requirements pertaining to water distribution operation and maintenance.
  • Knowledge of the safe and effective use of hand and power tools.
  • Skill in use of computer software.
  • Ability and tolerance to function in an environment that requires the use of respiratory protection devices; communicate effectively both verbally and in writing; follow both verbal and written instructions; establish and maintain effective working relationships with staff and the public.
  • Water Distribution Utility Worker I: Entry level, some related work experience preferred.
  • Water Distribution Utility Worker I: Must obtain Virginia Class A Commercial Driver’s permit with endorsements within 30 days of hire and the license (automatic transmission vehicle) within 6 months of hire.
  • Water Distribution Utility Worker II: Some experience in semi-skilled work installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Water Distribution Utility Worker II: Considerable knowledge of occupational and safety hazards inherent with working in an underground utility section.
  • Water Distribution Utility Worker II: Ability to safely operate heavy equipment including excavators, front loader, dump truck and combination vehicles.
  • Water Distribution Utility Worker II: Must meet all requirements of Water Distribution Utility Worker I; must successfully complete all knowledge, skills and abilities required for Water Distribution Utility Worker II as determined by department.
  • Water Distribution Utility Worker III: Considerable skilled experience as a senior crew member in installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Water Distribution Utility Worker III: Must be able to plan and manage a small (equal to or less than 6-inch in diameter) water main emergency repair.
  • Water Distribution Utility Worker III: Must demonstrate considerable skill at operating heavy equipment including excavator, front loader, dump truck, and combination vehicles.
  • Water Distribution Utility Worker III: Ability to assist in planning projects, secure resources and mobilize staff and equipment to complete repairs.
  • Water Distribution Utility Worker III: Must meet all requirements of Water Distribution Utility Worker II; must successfully complete all knowledge, skills and abilities required for Water Distribution Utility Worker III as determined by department.
  • Water Distribution Utility Worker IV: Advanced knowledge and skilled experience as a senior crew member in installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Water Distribution Utility Worker IV: Must be able to plan and manage a large water main (less than or equal to 12-inch in diameter) installation or repair.
  • Water Distribution Utility Worker IV: Must meet all requirements of Water Distribution Utility Worker III; must successfully complete all knowledge, skills and abilities required for Water Distribution Utility Worker IV as determined by department.

Nice To Haves

  • Unrestricted commercial driver’s license to drive manual transmission vehicles a plus.

Responsibilities

  • Works as a member of a crew performing manual labor installing, repairing, and maintaining JCSA water distribution infrastructure; operates construction tools and equipment.
  • Performs or learns to perform administrative tasks such as preparing work orders, mapping infrastructure, and taking measurements.
  • Performs or learns to perform water distribution infrastructure inspections that center on JCSA standards, catalogs problems for repair purposes.
  • Performs or learns preventive and emergency maintenance of water distribution infrastructure.
  • Performs other duties as assigned.
