About The Position

Reporting to the Director of Public Works, the Water and Sewer Systems Manager is responsible for the leadership, operation, maintenance, and regulatory compliance of the City’s water distribution and wastewater collection systems. This position oversees infrastructure planning, maintenance programs, budgeting, staff supervision, safety compliance, and customer service while ensuring reliable and sustainable utility services for the community.

Requirements

  • Grade 12 or equivalent.
  • Valid Saskatchewan Operator Certification Board Class III Water Distribution Certificate and Class III Wastewater Collection Certificate, or the ability to obtain and maintain these certifications.
  • Valid Class 5 Driver’s Licence.

Nice To Haves

  • Technical Diploma (A.Sc.T.) or Degree in Civil, Environmental, or Mechanical Engineering.
  • Five (5) or more years of progressive management and supervisory experience in municipal utilities, public works, or a related field.
  • Experience with infrastructure planning, project management, budgeting, and staff leadership.
  • Experience working with asset management and GIS systems.
  • Boiler Licence.
  • Ground Disturbance Certification.
  • First Aid/CPR Certification.
  • Safe Rigging and Hoisting.
  • SCOT/WHMIS.
  • Confined Space Entry.

Responsibilities

  • Lead the operation, maintenance, and improvement of water distribution and wastewater collection infrastructure in accordance with regulatory requirements and industry best practices.
  • Plan, coordinate, and prioritize departmental work assignments, capital projects, and contracted services.
  • Develop and manage operating budgets, capital budgets, long-term infrastructure plans, and maintenance programs.
  • Supervise, mentor, train, and evaluate staff while fostering a safe and productive work environment.
  • Ensure compliance with Occupational Health and Safety legislation, COR requirements, and departmental safety programs.
  • Develop and maintain policies, procedures, standards, and safe operating practices related to water and wastewater operations.
  • Monitor infrastructure assets and maintain accurate records through asset management and GIS systems.
  • Investigate and respond to water and sewer service concerns, public inquiries, and customer complaints.
  • Prepare reports, tender documents, budget information, and recommendations for senior management and City Council.
  • Participate in the Public Works on-call supervisor rotation and coordinate emergency response activities as required.
