About The Position

The position is responsible for providing operational and business assistance in support of the maintenance, preservation, operation and construction of City sewer and water infrastructure. Working in support of the Supervisor of a work unit this position co-ordinates and schedules resources and tasks/projects, provides business support through advanced operational analyses, and assists with the management of multiple work crews and contractors. This position reports to a supervisor.

Requirements

  • Grade 12 diploma or GED.
  • A minimum of five (5) years’ experience in sewer or water infrastructure or a related industry with a minimum of two (2) years’ supervisory experience.
  • Level 3 Operator Certification, as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards in the category relevant to their operating area and obtain Level 4 within 2 years.
  • Demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, and resources.
  • Knowledge of supervisory and leadership principles and effective practices.
  • Demonstrated ability of diverse knowledge of water and sewer infrastructure procedures, materials and preservation, operation, and construction methods.
  • Diverse knowledge of sewer and water design, materials, construction, preservation, and operations.
  • Knowledge of applicable rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual pertaining to sewer and water operations.
  • Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, Labour Standards Act, Collective Bargaining Agreements and in accordance with City policies, standards, practises, and guidelines.
  • Demonstrated ability to make operational and business computations, compilations, estimates, analysis, and evaluations.
  • Demonstrated ability to listen, understand and respond to public and internal inquires/concerns both verbally and in written form, in an acceptable, sensitive, positive, and respectful manner.
  • Demonstrated ability to prevent and resolve conflict, and establish and maintain effective working relationships with superiors, associates, subordinates, and the general public.

  • Must possess or be willing to complete a recognized supervisory development program.
  • Must possess and maintain a valid Class 5 Driver’s Licence with the ability to obtain a Class 1 License with an A endorsement within 1 year, and other training qualifications and certifications as deemed necessary for the position by management.

Responsibilities

  • Co-ordinate resource management and work scheduling to ensure daily staff assignments are aligned with work and construction plans, work with supervisors, other co-ordinators, and employees to establish or adjust work schedules, processes, and programs to meet required deadlines, targets, goals, and objectives.
  • Monitor, compile, maintain, analyse, and interpret operational and business data and statistics for the purpose of recommending changes and improvements to preservation, maintenance and operational plans, programs, procedures, materials, equipment, staffing, contractors, and work schedules in order to improve the efficiency, effectiveness and safety of work crews, contractors, and operations. Data and statistics typically involve daily, weekly/monthly expenditures, equipment usage, production, performance, quality of products and customer service.
  • Monitor, identify and evaluate infrastructure assets and services for operational performance and Community safety.
  • Listen, investigate, assess, and determine action required to prepare and present appropriate stakeholder responses regarding operational issues. Conduct effective public relations and communication with a strong customer service orientation.
  • Investigate, assess, and prepare written responses, documentation, and recommendations regarding concerns and inquiries from internal and external customers.
  • Manage requests for service for the work unit.
  • Assist with the organization and management of multiple work crews and contractors engaged in the performance of tasks relating to the construction, operation, maintenance, preservation and repair of water and sewer infrastructure.
  • Continuously monitor and assess field operational projects and services, including contracted services to ensure they are conducted efficiently, effectively, respectfully, and safely, in accordance with legislation and recognized policies, practices and standards.
  • Promote, enforce, and assist the Supervisor to assure compliance of personnel, crews, equipment, materials, and contractors at work sites to meet Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
