About The Position

The City of Tacoma Environment and Public Works Department is seeking a skilled Wastewater Treatment Plant (WWTP) Electrician/Instrumentation Technician. This journey-level role performs electrical and instrumentation maintenance and installation involving a wide variety of equipment, instrumentation, apparatus, controls, and motors. The technician develops and implements a proactive maintenance program that includes preventive and predictive maintenance, corrective maintenance, and equipment condition monitoring. Work covers instrumentation, communications equipment, meters, control systems, electrical systems and circuits, and motor controls associated with wastewater treatment plants, pumping stations, stormwater control facilities, and solid-waste systems such as compactors. Equipment includes relays, PLCs, circuit breakers, and electrical distribution components. Prior experience at a wastewater, surface-water, or solid-waste utility is not required.

Requirements

  • High school diploma or equivalent.
  • Two years of journey-level experience as an electrician or instrumentation technician in an industrial or manufacturing plant/work environment.
  • Two years of supplemental advanced coursework in electrical theory and industrial controls; additional experience may substitute at a rate of three years of apprentice-level experience or two years of journey-level experience per one year of advanced coursework.
  • Valid Washington State Driver’s License at appointment and maintained thereafter.
  • Valid First Aid card with CPR at appointment and maintained thereafter.
  • Knowledge of control systems, electrical circuits, instrumentation, system integration, maintenance, troubleshooting, and root-cause analysis.
  • Knowledge of the National Electrical Code (NEC), electrical codes, regulations, and procedures; conduit applications and installation; schematics and instrument-control diagrams; and proper equipment storage and recordkeeping.
  • Knowledge of electrical, instrumentation, and electronic technology, including Rockwell PLCs and programming formats such as Ladder, Function Block, and Structured Text.
  • Knowledge of health and safety regulations, wastewater treatment processes, and safe procedures for hazardous chemicals, gases, and confined spaces.
  • Experience with 480-volt equipment, instrumentation and controls, HMI, SCADA systems, and maintenance of motor controls, electrical distribution, and generating systems.
  • Ability to calculate wire sizes and conduit fill; troubleshoot and repair industrial systems; apply electrical theory; and implement preventive maintenance.
  • Basic computer skills for laptop use, including changing IP addresses, using serial ports, and troubleshooting network connectivity.
  • Ability to use electrical and instrumentation trade tools and equipment, including hydraulic presses, cutters, benders, testing equipment, and recording devices.
  • Ability to lift heavy objects in awkward and confined spaces using proper lifting and rigging techniques.
  • Ability to operate motor vehicles and forklifts; follow oral and written directions; observe safety procedures; work independently with little direction; and communicate effectively orally and in writing.
  • Additional licenses or certifications may be required for particular assignments. A background check may be required depending on assignment.

Responsibilities

  • Perform journey-level electrical and instrumentation maintenance and installation on equipment, instrumentation, apparatus, controls, and motors.
  • Develop and implement preventive, predictive, and corrective maintenance and equipment condition-monitoring programs.
  • Maintain and troubleshoot instrumentation, communications equipment, meters, control systems, electrical systems and circuits, and motor controls at wastewater treatment plants, pumping stations, stormwater control facilities, and solid-waste systems.
  • Operate, install, repair, and inspect electronic testing equipment.
