About The Position

Under general supervision from the Wastewater Supervisor, performs a variety of specialized, skilled and semi-skilled tasks in the City’s wastewater treatment facility, sewer collection system, and water treatment/distribution facility. This position is FLSA status: Non-Exempt. Essential functions included in the job description may include tasks, knowledge, skills, and other characteristics. Requirements

• High School Graduate or GED required.
• Three (3) years experience in water, wastewater, collections, distribution or related industrial field systems operations (for Technician I).
• Four (4) years experience in water, wastewater, collections, distribution or related industrial field (for Technician II).
• Commercial Driver’s License, Class B minimum.
• Must have level I in all following categories AND Level II in either Wastewater OR Collections applicable to assignment (for Technician I): ADEQ Water Treatment Operator Certificate, ADEQ Water Distribution Operator Certificate, ADEQ Wastewater Treatment Operator Certificate, ADEQ Wastewater Collection Operator Certificate.
• Must have level II in all following categories AND Level III in either Wastewater OR Collections applicable to assignment (for Technician II): ADEQ Water Treatment Operator Certificate, ADEQ Water Distribution Operator Certificate, ADEQ Wastewater Treatment Operator Certificate, ADEQ Wastewater Collection Operator Certificate.
• Non-Arizona equivalent certificates must receive reciprocity within 6 months of hire or promotion.
• Require one of the following certifications (for Technician I): PACP/LACP/MACP Certification (Pipeline, lateral, manhole), Backflow Prevention, Pesticide Applicator, w/ aquatics endorsement, Electrical training for Non-electricians, Or any other industrial certification pre-approved by Public Works.
• Require two of the following certifications (for Technician II): PACP/LACP/MACP Certification through NASSCO (Pipeline, lateral, manhole)- 24 hr, AZ Dept Agriculture Pesticide Applicator, w/ aquatics endorsement- 18 hrs, NFPA 70 E ARC Flash and energized work certification, Or any other industrial certification pre-approved by Public Works.
• Knowledge of City procurement procedures.
• Knowledge of Basic principles of biology, chemistry, and mathematics.
• Knowledge of Water/wastewater testing techniques.
• Knowledge of Underground utilities and construction techniques.
• Knowledge of OSHA underground/confined space standards.
• Knowledge of OSHA safe workplace safety procedures.
• Knowledge of Computer systems and building and maintaining a database.
• Knowledge of Computer system management tools to include queries.
• Knowledge of Testing parameters set by ADEQ in the operation of City water and wastewater facilities.
• Skill in Performing maintenance and repair work in sewer system/water system maintenance.
• Skill in Leading and reviewing the work of maintenance staff in sewer system/water system maintenance.
• Skill in Reading and interpreting blueprints.
• Skill in Using hand tools.
• Skill in Performing pH and dissolved oxygen tests.
• Skill in Operating vehicles and mechanical equipment.
• Skill in Following oral and written instructions.
• Skill in Establishing and maintaining effective working relationships with City staff and the public.
• Skill in Reading, recording, and interpreting gauges and recording devices.
• Skill in Reading blueprints, sketches, and drawings.
• Able to lift heavy objects and perform strenuous work.

Nice To Haves

• For continued employment, the Technician II level must be obtained within 24 months.
• It is the employee’s responsibility to obtain the training necessary to meet the requirements of the Technician II level within the allotted time.

Responsibilities

• Continually responsible for safe operation of equipment and proper work methods that are directly related to the safety of co-workers, and the general public.
• Provides construction plan review and technical assistance to both internal and external customers.
• Provides assistance in technical specification writing and preparing detailed scope of work submittals.
• Provides work direction to other Section employees on a project basis, as assigned.
• This position will be required to provide stand-by and emergency maintenance for the Section on an as-needed basis.
• Works with other division technicians to provide optimal operating conditions to meet or exceed ADEQ permit requirements.
• Maintains and reviews operational and laboratory data to provide recommendations to the Supervisor for maintaining optimal operations conditions to meet or exceed ADEQ permit requirements.
• Provides training and work instruction under direction of Supervisor or in Supervisor absence.
• Assists with preparation of reports, budgets, and provides input and feedback to team and Supervisor for decision-making.
