Directly supervises the deputy warden, secretary III, finance manager, ACA compliance manager, training manager, health service administrator, risk manager. Responsible for the overall leadership, administration, security, safety, compliance, and operational performance of the facility. Ensures all facility operations are conducted in accordance with MTC policies and procedures, contractual requirements, ACA standards, and applicable federal, state, and local regulations. Serves as the senior leader and culture champion for the facility by promoting MTC's BIONIC CARES philosophy, fostering professional development, operational excellence, employee engagement, ethical leadership, accountability, innovation, and a safe, secure, and humane environment for detainees, staff, visitors, and stakeholders. Serve as the liaison and point of contact between MTC and the customer onsite/AOR representative(s).

Requirements

  • Bachelor's degree in correctional management, criminal justice, public/business administration, education, counseling or other related field, and ten (10) years' experience in corrections or related field with experience in the management of a correctional facility at the associate warden level or above.
  • Directly related experience may be considered in lieu of formal education requirements, if approved by the senior vice president, corrections.
  • Valid driver's license in the state of Texas with an acceptable driving record required, unless waived by management.
  • Must successfully complete annual in-service training requirements and maintain appropriate facility clearance.

Responsibilities

  • Plan, coordinate and direct the total administrative and programmatic activities of the facility.
  • Champion and model MTC's BIONIC CARES values in all facility operations, decisions, and interactions with staff, detainees, customers, and community stakeholders. Lead by example in demonstrating ethical conduct, professionalism, transparency, and accountability. Establish a positive and inclusive work environment that promotes employee morale, retention, engagement, and succession planning.
  • Ensure the facility consistently meets or exceeds contractual performance measures, ACA standards, and MTC operational objectives. Conduct routine operational reviews and performance assessments to identify opportunities for continuous improvement and risk reduction. Maintain readiness for audits, inspections, accreditation reviews, and compliance assessments. Utilize performance metrics, key performance indicators (KPIs), and data-driven decision-making to improve operational outcomes.
  • Develop, mentor, and coach department leaders to ensure operational effectiveness and leadership continuity. Implement staffing strategies that recruit, develop, and retain high-performing employees. Hold department leaders accountable for achieving operational goals, maintaining compliance, and supporting MTC organizational objectives. Promote employee recognition programs and professional growth opportunities.
  • Ensure that detainees are treated with dignity, respect, professionalism, and humanity consistent with ICE detention standards and MTC values. Promote services and programs that support detainee well-being, safety, medical care, mental health services, religious accommodations, and grievance resolution processes. Foster an environment where detainee concerns are addressed promptly, professionally, and in accordance with policy.
  • Maintain effective working relationships with ICE officials, contract monitors, local law enforcement agencies, community partners, regulatory agencies, and corporate leadership. Serve as the primary liaison with government representatives regarding operational performance, compliance, and strategic initiatives. Represent MTC and the facility professionally during inspections, audits, meetings, and public engagements.
  • Foster a culture of safety and risk awareness throughout the facility. Ensure critical incidents, grievances, investigations, and corrective action plans are managed effectively and resolved within established timelines. Promote proactive risk identification and mitigation strategies to protect staff, detainees, visitors, and facility assets.
  • Develop departmental budgets; monitor and control expenditures.
  • Develop and implement new and revised policies and procedures affecting finance, food service, health services, maintenance, human resources, security, classification, education and recreation. Ensure each policy and procedures are reviewed annually.
  • Coordinate with assigned regional facility administrator and vice president, regional operations on matters involving contract modification, future proposal preparation and negotiation.
  • Monitor staff selection process of potential employees to ensure adherence to all applicable laws, MTC and state regulations, and select qualified applicants to fill vacancies as needed.
  • In conjunction with human resources manager and MTC corporate human resources, direct the imposition of staff disciplinary action according to MTC personnel policy and procedures.
  • Oversee the overall maintenance of buildings and permanent improvements of the facility; direct and approve requisitions, inventory and issuance of all facility supplies, material and equipment.
  • This position requires long periods of standing and walking for making required rounds of the facility.
  • Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed. Provide regular feedback to staff regarding social skills procedures and intervention techniques.
  • Maintain accountability of staff, detainees and property; adhere to safety practices.
  • Regular and predictable onsite attendance is required.
  • It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
