Requirements

  • Bachelor’s Degree (B.A. or B.S.) from a four-year college or university in public administration, business administration or related field. A combination of experience and education can be substituted for qualifications.
  • Eight (8) or more years in progressively professional/managerial positions.
  • Must hold a valid Texas Driver’s License, and maintain a satisfactory driving record. May operate Authority vehicle while on Authority business.
  • Mastery knowledge of programs, regulations and directives of the US Department of Housing and Urban Development (HUD) as well as other applicable Federal and District laws and regulations.
  • Ability to prepare and monitor contracts, budgets, month/year-end statements, and fund requisitions
  • Ability to prioritize, coordinate, implement and delegate a variety of tasks and assignments.
  • Ability to plan, organize, monitor workload, meetings and other activities.
  • Skilled in advanced communication including oral and written presentation.
  • Ability to deal effectively with diverse groups and individuals, in appraising situations, exercising good judgement, and making decisions.

Responsibilities

  • Directly supervises Director of Rental Properties, Community Relations, and Resident Services to ensure that all operations are consistent with overall CCHAA quality, occupancy, cost, and revenue goals; ensures that assigned properties are maintained in a decent, safe and sanitary condition at all times; organizes assigned work; develops effective work methods that comply with Authority expectations; and partners with internal and external resources to maintain high levels of property performance and standard.
  • Carries out supervisory responsibilities in accordance with CCHAA policies and applicable laws, including interviewing, hiring, and training employees: planning, assigning, and directing work; approving and disapproving leave: appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; effectively manages performance; ensures efficient utilization of staff resources.
  • Addresses community action groups, professional organizations, and others, as requested, concerning the activities of the region.
  • Participates in the development of the annual budget submission as related to Property Management Operations: ensures that the area of responsibility operates within established budget; advised the CEO on relevant budget, policy, program, and procedural issues and on the status of all phases of area programs.
  • Develops and implements programs, goals, and objectives pertaining to CCHA Rental Division.
  • Monitor changes in federal, state and local laws/regulations affecting conventional housing programs using legislative reports and related material to ensure continuing compliance.
  • Supports the CEO as needed: attends various public/business, community and resident meetings with and/or on behalf of the CEO: follows u as appropriate: Serve as a primary point of contact for related entities, such as HUD, City of Corpus Christi, etc. Develop and maintain strong working relationships with public agencies, private organizations and community leaders.
  • Oversees the resolution of complaints, while building communication with community residents.
  • Monitors the management and operations of the various housing Development by making periodic on-site visits and reviewing various reports on occupancy, and statistical information produced by the developments and other organizational departments.
  • Writes policies, coordinating with other departments and assist in preparation of scheduled, written and special reports, budgets, records and statistical information for presentation to the Chief Executive Officer and Board of Commissioners.
  • Performs other related duties and responsibilities as assigned
