Requirements

  • Advanced knowledge, understanding, and application of appraisal concepts, regulations, processes, and procedures related to the Uniform Standards of Professional Appraisal Practices.
  • Advanced knowledge, understanding, and application of appropriate industry expectations and guidelines in the valuation of chattel and real property.
  • Knowledge of the agriculture, financial and real estate industry, and applied business mathematics and principles.
  • Knowledge of title issues, easements, and legal descriptions.
  • Knowledge of typical crops and land uses, equipment types/uses, building types/uses, livestock, and yield potential.
  • Knowledge of soil and drainage characteristics, ground/surface water resources, and accompanying regulations.
  • Knowledge of various governmental agencies and their permitting processes that impact the potential use and value of property.
  • Knowledge of Microsoft Office Suite, computers, current software, and other office tools.
  • Ability to effectively read, write, and communicate in the English language.
  • Skill in serving and working effectively with both external and internal customers in a professional, respectful manner.
  • Skill in analyzing information and problem solving to formulate logical and objective conclusions.
  • Skilled in applying business and management principles in strategic planning, resource allocation, leadership techniques, production methods, auditing principles and methods, in the coordination of people and resources.
  • Adept in identifying and organizing resources in a systematic way to prioritize fluctuating workloads, optimize efficiency, and ensure achievement of Association goals.
  • Bachelor’s Degree in Agriculture, Agricultural Business, or Agricultural Science.
  • 10 years of real estate appraisal experience in a comparable area.
  • 3 years of supervisory experience.
  • Certified General Appraisal License.

  • Advanced appraisal designation from the American Society of Farm Managers and Rural Appraisers or the Appraisal Institute.

Responsibilities

  • Leads the appraisal department by developing and implementing processes and procedures and appraisal software to ensure credible and consistent appraisals.
  • Selects, trains, develops, motivates, sets performance standards, and evaluates staff within the department.
  • Continually communicates and reinforces expectations, Association updates, and business goals to staff members.
  • Determines work assignments, standard processes, and resource allocation to optimize staff efficiency.
  • Participates in the development and implementation of Association direction, long/short term strategies related to the appraisal department, and workforce.
  • Communicates updates and the Association strategic direction to appraisal department staff members.
  • Prepares appraisal-related reports for and may interact with the Board of Directors.
  • Offers expertise and recommendations to the leadership team and staff members to help resolve complex Association issues.
  • Reviews Association policies and procedures, and recommends improvements within one’s specific area of expertise.
  • Meets with customer(s) and completes physical inspection of the subject property including buildings, land, permanent plantings, water systems/resources, and other property characteristics.
  • Completes physical inspections of comparable sales.
  • Collects and analyzes specific property and general market data.
  • Researches, confirms, analyzes, inspects, and enters sales and rental information in the Association’s database.
  • Determines the highest and best use of the subject property.
  • Selects the market data that is most appropriate for the valuation of the subject property.
  • Concludes an opinion of value.
  • Provides summary of the subject property’s physical characteristics, valuation process and value conclusion in a written report.
  • Ensures appraisals meet the Uniform Standards of Professional Appraisal Practice (USPAP) and company expectations and guidelines.
  • Reviews appraisers’ work and communicates findings.
  • Co-signs appraisals outside of others’ delegated appraisal authority.
  • Reviews preliminary title report and determines if the legal description is correct and describes the property accurately.
  • Determines if the exceptions to the title impact the subject’s value.
  • Works directly with the title company to correct errors if necessary.
  • Works with the Association’s internal auditor and audit committee chairperson to coordinate external appraisal review.
  • Reviews both internal Golden State Farm Credit appraisals and external fee appraisals to ensure appraisals are complete and in compliance with governmental regulations and GSFC procedures.
  • Identifies and implements corrective actions as a result of reviews, if necessary.
  • Contracts or delegates the contracting with outside fee appraisers to complete appraisals for Golden State Farm Credit for internal use.
  • Coordinates with Golden State Farm Credit staff for completion of outside fee appraisal requests.
  • Works with a software developer to develop and maintain appraisal software in accordance with appraisal department/Association needs and industry trends.
  • Trains staff on new and existing software.
