About The Position

Health Insurance Counseling and Advocacy Program (HICAP) is a program of the Council on Aging-Southern California (COASC), a private, nonprofit corporation serving older adults and individuals with disabilities since 1973. The mission of COASC is to promote the independence, health, and dignity of older adults through compassion, education, and advocacy. HICAP is a program that that serves Medicare beneficiaries of all ages, and those individuals soon to be eligible for Medicare utilizing paid staff and volunteers. The goal of this program is to provide objective counseling, advocacy, and assistance with Medicare, related health insurance plans, and long-term care planning, and to educate the public on Medicare and related health insurance topics. PURPOSE OF WORK: To recruit, train, coordinate, supervise, motivate, support and recognize HICAP volunteers; to implement policies and procedures as determined by California Department of Aging, and as assigned by the Program Director.

Requirements

Bachelor's degree in Human Services, Social Science, Gerontology, Management or related field. Relevant experience will be considered in lieu of degree.
Excellent written and verbal communication skills.
Proactive, self-starter capable of working with minimal supervision and under deadlines.
Expertise with public speaking.
Successful completion of HICAP Counselor training.
Willingness to learn about Medicare, Medicare HMOs, Medigap and other related insurance issues.
Ability to maintain objectivity and patience in documentation, discussing and reporting cases.
Well organized with the ability to multi-task.
Proficient in the use of Microsoft Office365 applications, Zoom and Internet Search Engines.
Possess an understanding of modern office practices.
Ability to work effectively with people in a variety of situations.
A valid California driver’s license, proof of insurance and reliable transportation.
Proof of eligibility to work in the United States.
Submit to and successfully complete a Live Scan fingerprinting background check.

Nice To Haves

Bilingual English Spanish preferred but not required.
Ability to write in Spanish desired.

Responsibilities

Responsible for the Volunteer Department’s recruitment and training efforts.
Responsible for the work-plan implementation and departmental goals.
Implement policies and procedures per CDA guidelines and county contracts and ensure compliance.
Responsible for developing trainings materials for new volunteer counselor training, and to assist in gaps of Medicare knowledge, counseling skills, and accuracy of intake data on an ongoing basis.
Responsible for ensuring all Volunteer counselor intakes are entered in the SHARP database by the 5th of the month.
Oversee volunteer certification, recognition, including developing new hire and continuing education curriculum and ensure volunteer training takes place in a timely matter (4) times a year.
Ensure that volunteer records, including registration records, are documented and maintained in a timely manner.
Maintain and monitor volunteers’ counseling and non-counseling hours to ensure no volunteer falls below yearly mandatory hours required for counseling and continued education.
Responsible for notifying staff and volunteers of upcoming site appointments and assign substitute coverage monthly via Office365 and emails.
Oversee volunteer site development across all service areas including establishing and maintaining counseling site partnerships in assigned service areas.
Develop relationships with community partners and site coordinators.
Inform Program Director of any complaints made by or on behalf of the Medicare Beneficiary and assessing Volunteer training intervention needs.
Other duties as assigned by Program Director.
May be required to work a flex schedule for weekend or after hour assignments and/or presentations.
