International Monetary FundWashington DC, DC

About The Position

The International Monetary Fund (IMF) is seeking a Visiting Scholar for a contractual position within the Monetary and Capital Markets Department (MCMDM). This role will focus on developing Public Debt Management (PDM) Governance Guidelines and supporting the associated consultation process. The Visiting Scholar will contribute to an operational framework for strengthening governance and transparency in public debt management, identify practical debt management indicators for surveillance and policy assessment, and cover core areas such as institutional arrangements, decision-making processes, issuance practices, risk management, and debt data and reporting. The role also involves integrating emerging challenges in debt management since the 2014 PDM Guidelines. Additionally, the Visiting Scholar will lead the coordination of a consultative group of international debt managers, organize engagement with key stakeholders, and ensure the Guidelines reflect cross-country experience and operational relevance. All outputs are expected by April 30, 2027.
