Requirements

  • Bachelor's degree in human or social services, education, business, operations, sociology, or a related field required; master's degree preferred.
  • Eight or more years of leadership experience in workforce development, education and training, social services, nonprofit, governmental, or related programs, including significant responsibility for program development and implementation.
  • Eight or more years of experience leading managers, directors, multidisciplinary teams, or major service portfolios and achieving measurable participant, program, operational, and financial outcomes.
  • Demonstrated experience managing complex workforce programs, budgets, grants, contracts, compliance obligations, and performance requirements.
  • Experience with one or more of the following is strongly preferred: vocational schools or training programs; career centers and job placement operations; career navigation; reentry services; opportunity youth services; foundational skills or adult education; and grant funded workforce programs.
  • Strong knowledge of workforce development systems, labor market needs, employer engagement, education and training pathways, and effective strategies for serving individuals with significant barriers to employment.
  • Demonstrated ability to build collaborative relationships with employers, educational institutions, government entities, funders, community partners, and other constituencies.
  • Strong analytical, strategic planning, program design, problem solving, and decision making skills, with the ability to use data to evaluate impact and guide action.
  • Excellent written, verbal, presentation, and interpersonal skills, including the ability to prepare executive and Board level information and presentations.
  • Advanced proficiency in Microsoft Office Word, PowerPoint, and Excel and experience using workforce, education, case management databases.
  • Must be able to meet the physical requirements of the position.
  • Must maintain a valid driver's license and automobile insurance coverage and be able to travel as needed when driving a personal vehicle for company business.

Responsibilities

  • Uphold and model Goodwill's mission, core values, and servant leadership philosophy.
  • Partner with the Chief Workforce Development Officer to set Goodwill's mission and community impact priorities, develop associated annual and multi year plans, resource requirements, and measure outcomes.
  • Provide strategic and operational leadership for the design, growth, evaluation, and continuous improvement of workforce development programs that strengthen education, employment, retention, wage progression, and career advancement outcomes.
  • Oversee and ensure excellence across the participant journey, including outreach and recruitment, assessment, career exploration and planning; case management and supportive services, foundational skills, education and training, employer engagement, job placement; retention, and career advancement.
  • Lead, coach, and hold accountable Workforce Development directors and senior program leaders by establishing clear expectations, strengthening leadership capability, and ensuring effective team management.
  • Establish operating standards, policies, procedures, quality assurance systems, and continuous improvement practices to ensure consistent, effective, and high quality service delivery.
  • Establish and monitor program goals, performance targets, dashboards, and evaluation systems.
  • Set systems to define, collect and use data on participant outcomes, employer experience, community impact, and operational performance to identify gaps, guide improvement, and inform resource allocation.
  • Ensure compliance with internal standards and all applicable grant, contract, funder, regulatory, accreditation, documentation, reporting, and other applicable requirements.
  • Research and implement recognized best practices and evidence informed strategies that improve outcomes for individuals facing barriers to employment and connect participants to high demand career pathways.
  • Build and maintain strategic relationships with employers, educational institutions, workforce development partners, community organizations, government entities, funders, and other relevant parties to advance goodwill’s mission and strengthen the regional workforce systems.
  • Collaborate across Goodwill departments and operational business units to align external Workforce Development programs with organizational priorities, including coordinate with Talent Acquisition when external participants may be candidates for Goodwill employment.
  • Develop and manage the Workforce Development budget, monitor expenses and revenues, and support the pursuit of new revenue opportunities through grants, contracts, and partnerships.
  • Administer awards to ensure all financial, programmatic, performance, documentation, and reporting obligations are met.
  • Monitor changing regulatory, funding, labor market, employer, and community conditions, and adapt strategies and services accordingly.
  • Represent Goodwill as a senior Workforce Development leader with businesses, community partners, government entities, funders, and other relevant entities.
  • Perform other duties as assigned to support Goodwill's mission and organizational objectives.
