About The Position

This onsite in Portland, Oregon position is responsible for leading business development projects and strategic initiatives and guiding external strategy development for the organization. The position applies an enterprise view to pursue opportunities for long-term growth and revenue from customers, markets, and relationships that help ensure alliance with the organization’s vision, mission, and direction. Primary duties include business development efforts, strategic planning, and visioning, as well as cross-functional leadership of resources, relationships, and teams.

Requirements

  • Minimum 10 years’ relevant experience, including at least 5 years in the areas of business development, public policy, strategic planning, executive leadership or related areas
  • Advanced knowledge of state and federal managed care program requirements, including Oregon Plan health care laws and regulations
  • Knowledge or ability to obtain knowledge of: Government regulations as they relate to the administration of the Medicaid program
  • Principles and practices of managed care and Coordinated Care Organizations.
  • Plan benefits, the Prioritized List, systems and procedures, changes in Medicaid guidelines and regulations, changes in the health care services, changes in the legal/legislative arena that impact operations; and Health care public policy issues
  • Understanding of the nature of governance, including board obligations, responsibilities, roles, duties, and best practices
  • Understanding of healthcare industry structure/dynamics
  • Understanding of health plan financing, health care costs, health outcome measures such as HEDIS and CAHPS, and health plan operations, such as claims payment, customer service, medical management, and quality improvement.
  • Understanding of CareOregon, including its market, vision/mission, strategies, management, operations and financial structure
  • Strong understanding of business development concepts and methodologies
  • Strong understanding of the fundamental drivers of business, customers, partners and competitors
  • Comprehensive program planning and development, management and evaluation skills
  • Ability to guide multiple functions and integrate work across multiple systems
  • Ability to work in a cooperative, informative, and proactive manner with the Oregon Health Authority, state legislators and Oregon’s Congressional delegation
  • Excellent research, writing, listening and verbal communication skills, including public speaking and presentations

Responsibilities

  • Research, identify, and evaluate business development activities or opportunities that are in furtherance of CareOregon’s mission or strategic objectives.
  • Manage existing sales pipeline projects and develop new business opportunities.
  • Explore business development opportunities and advise the Chief Finance and Strategy Officer of opportunities and risk; engage community partners where relevant.
  • Identify trends and customer needs, building a short-/medium-/long-term growth pipeline.
  • Develop strategies and positions by analyzing new venture integration.
  • Develop proposals and presentations for new businesses; create and nurture business opportunities and partnerships.
  • Ensure effective process management in identifying and exploring opportunities to expand CareOregon functionality to serve external customers.
  • Guide CareOregon’s external strategic business initiatives process in collaboration and coordination with CareOregon’s executive leadership team.
  • Lead and/or participate in key strategic initiatives and projects, including areas such as governance, structural models, and sustainability; identify critical participants, partnerships, approaches, and timelines to help foster successful work and outcomes; identify and influences costing decisions.
  • Ensure the strategic plan informs prioritization of work and budgeting process; update strategic plan, as circumstances or environment evolves over time.
  • Collaborate to ensure effective change and implementation activities and collaboration are in place across impacted stakeholder groups.
  • Ensure understanding and alignment across intersecting departments, matrixed relationships, and external partners.
  • Serve as a champion for key projects and initiatives.
  • Provide counsel to the organization’s leadership team in specific areas of short- and long-term planning related to business development opportunities and prioritization.
  • Provide input and guidance into the analysis of operational needs.
  • Participate in relationship management with health plans, delivery systems, vendors, and products.
  • Create and nurture business relationships and partnerships.
  • Plan, develop, organize, implement, and evaluate the organization’s relationships with partner organizations.
  • Develop and implement strategic relationships with provider stakeholders.
  • In conjunction with Chief Medical Officer, develop and implement innovative arrangements toward health outcome improvements.
