About The Position

Integral Federal is seeking a senior, hands-on Vice President of Business Development to grow and expand a portfolio of Department of the Army accounts focused on digital transformation and systems engineering. This role is designed for an action-oriented leader, results-driven, experienced BD professional who brings direct Army relationships and access and can immediately drive opportunity identification, qualification, and capture — without reliance on prime contractors or intermediaries as the primary entry point. This is not a figurehead or advisory role. The successful candidate will have a proven record of operating with a high degree of personal ownership and independence, executing across the full business development lifecycle in a fast-paced, high-throughput environment. They must be comfortable and willing to perform both strategic and tactical tasks from shaping and influencing opportunities at the customer level to maintaining CRM hygiene, developing gate review materials, using and monitoring market intelligence tools (i.e., GovWin, SAM.gov), and contributing directly to written artifacts when needed. The Business Development Executive will be responsible for building and maturing an out-year pipeline through active deal development, rigorous qualification, and disciplined capture execution. The role requires someone who can think strategically, move quickly, and personally drive results, including competing in both incumbent and non-incumbent pursuits. Success in this role is measured by pipeline quality, win performance, and the ability to consistently translate customer insight into executable growth. This position is based at Integral’s Tysons Corner/McLean headquarters and reports directly to the Chief Growth Officer. A hybrid work schedule is expected, with four days per week in the office or at client sites. Travel is required to support customer engagement and opportunity development.

Requirements

  • Have a robust network of Army community customer contracts and familiarity with the operating environment, major programs, budgets, and strategic initiatives
  • Can use their direct knowledge and recent experience with procurement, customers, competitors, and organizations across the industry to think strategically and act tactually, creating executable win strategies
  • Must have a demonstrable record of developing a multi-year pipeline of qualified opportunities with a deep understanding of the interdependencies of the company’s operational, organizational, and financial environments
  • Proven track record of pursuing and winning bids of $150M+
  • Demonstrated ability to build proof of concept bid strategies, to include Price-to-Win
  • Strategic insight and execution across the capture lifecycle. Experience with all contract types (e.g., FFP, T&M, cost plus) as well as non-IDIQ and IDIQ single or multiple award contracts, OTAs, and MTAs.
  • Demonstrated willingness to operate without dedicated administrative or capture staff and to execute required BD tasks in a lean environment personally.
  • Be a self-directed BD leader who prefers to drive outcomes rather than manage large supporting teams personally.
  • 7-10 years of Business Development experience with proven capability to identify and win work, and/or a combination of executive-level government service and Business Development experience.
  • Bachelor’s degree in business or related discipline, or a combination of education and experience
  • Possess or possess the ability to obtain Secret level clearance is required
  • Ability to work in a matrixed, fast-paced team environment
  • Effective oral, written, and presentation communication skills, coupled with the ability to establish and maintain productive customer and industry participant networks, are essential
  • Ability to work autonomously with minimal guidance, following the established Strategic Objectives
  • Ability to multitask, organize, and prioritize multiple ongoing projects
  • Efficiency in the use of Microsoft (Word, PowerPoint, Excel, Teams) is required

  • Develop and grow a Department of the Army opportunity pipeline through direct government engagement, market intelligence, and disciplined qualification
  • Independently identify, shape, and prosecute opportunities aligned to Integral’s strategic growth priorities
  • Execute high-tempo opportunity management in environments with overlapping pursuits and aggressive timelines
  • Lead and contribute to capture planning, white papers, RFIs, and proposal sections, where serving as a SME is required

  • Support pricing strategy development, including Price-to-Win inputs, as required
