About The Position

Duncan Solutions, LLC, is a full-service transportation management company that focuses on connecting people, technology, and data to make cities more livable and efficient. As a leading provider of parking and tolling management solutions, we support municipal and commercial clients with citation processing, debt collection, DMV registered owner identification, back-office transaction processing, image review, customer service center and customer experience (CX) operations, integrated on-street parking management, and more. The Vice President, Parking and Mobility Services is responsible for the executive oversight and strategic leadership of a $50M+ annual revenue portfolio, managing parking and photo enforcement clients. This role ensures contract compliance, service excellence, and revenue growth while leading a high-performing Account Management and Customer Success team. The VP will work cross-functionally with operations, finance, and business development teams to drive profitability, optimize service offerings, and expand the company's footprint in these two markets.

Requirements

  • Strong financial acumen with experience in contract profitability analysis, EBITDA targets, and operational efficiency improvements.
  • Excellent communication, negotiation, and relationship-building skills with clients and stakeholders.
  • Experience leading RFP responses, business development initiatives, and strategic growth efforts.
  • 10+ years of experience in parking, transportation, or related industries with a focus on revenue management, contract oversight, and business development.
  • Proven leadership experience managing account teams and driving revenue growth in a service-based environment.

  • Bachelor's degree in Business, Finance, Public Administration, or a related field; MBA or advanced degree preferred.

Responsibilities

  • Oversee a portfolio of parking and photo enforcement clients, ensuring contract compliance, service delivery, and revenue performance.
  • Lead and manage a team of 5-7 Account Managers, fostering a high-performance culture focused on client satisfaction and retention.
  • Maintain strong client relationships through regular in-person and virtual meetings, serving as an executive point of contact.
  • Review and analyze contract performance, key metrics, and client feedback to drive continuous improvement.
  • Support negotiation of new and existing contracts, in concert with Legal and Executive staff
  • Drive contract profitability to meet and exceed annual EBITDA goals.
  • Collaborate with the Duncan Operations team to enhance contract efficiency, service delivery, and financial outcomes.
  • Identify and implement opportunities for cost savings, operational improvements, and revenue expansion.
  • Develop and execute strategies to grow the tolling business, including expansion into new markets and service offerings.
  • Lead proposal development in response to RFPs, including writing, pricing strategies, and oral presentations.
  • Manage a team of 2-3 Business Development executives to build and manage a pipeline, foster sales leads, and close new business opportunities
  • Establish and cultivate relationships with prospective clients, attend industry conferences, and represent the company at key events.
  • Evaluate and support the development of new tolling service offerings such as image review, customer service, and transponder fulfillment.
  • Partner with internal teams to assess market demand and operational feasibility for expanded services.
