About The Position

The Vice President of Pharmacy Operations provides senior operational leadership for pharmacy services across Bassett Healthcare Network, spanning hospital, retail, infusion, and specialty pharmacy sites throughout the network's New York service area (Cooperstown, Oneonta, Delhi, Herkimer, and Utica). Reporting to the Chief Pharmacy Officer (CPO), this role owns day-to-day operational execution and pharmacy project management across the department, driving high-reliability, standardized pharmacy operations across all divisions in support of the CPO's strategic initiatives. The Vice President partners with leaders across hospital, retail, infusion, and specialty pharmacy service lines to align priorities, standardize practices, and strengthen operational integration, while advancing pharmacy automation, technology modernization, and AI-enabled solutions to improve safety, quality, and efficiency. This role directly manages pharmacy Director-level leaders, leads cross-functional pharmacy operational and technology project management, drives KPI/metric reporting and continuous improvement, and serves as the primary point of accountability for translating department strategy into consistent, well-executed operations across the Bassett Healthcare Network pharmacy enterprise.

Requirements

Doctor of Pharmacy (PharmD) from an ACPE-accredited institution required
Minimum 8+ years of progressive pharmacy or health system operations leadership experience required
Minimum 3+ years of direct people-management experience at a Director level or above required
Active, unrestricted New York State Pharmacist license required (or eligibility for licensure, to be obtained within 90 days of start date)
Valid New York State Controlled Substance registration in good standing required

Nice To Haves

MBA, MHA, or other advanced business or health administration degree preferred (or candidacy to complete within 3 years)
Minimum 2+ years of specialty pharmacy and/or 340B program experience preferred
Multi-site or health system operations experience preferred, including experience leading pharmacy automation, technology modernization, or enterprise-scale change initiatives
Lean/Six Sigma, PMP, or equivalent process improvement/project management certification preferred
Completion of Apexus 340B University OnDemand or Advanced 340B Operations Certificate preferred

Responsibilities

Serves as the senior operational leader for pharmacy operations across Bassett Healthcare Network's hospital, retail, infusion, and specialty pharmacy sites, reporting to the Chief Pharmacy Officer (CPO) and supporting execution of the CPO's strategic initiatives
Leads operational excellence across all Bassett Healthcare Network pharmacy locations by partnering with leaders in hospital, retail, infusion, and specialty pharmacy to align priorities, standardize practices, and strengthen operational integration
Leads pharmacy operational and technology project management, including planning, execution, timeline management, resource coordination, and stakeholder communication for department initiatives
Serves as project lead for cross-site pharmacy operational initiatives, ensuring well-coordinated, on-time execution across affected teams, sites, and disciplines
Directly manages and develops pharmacy Director-level leaders across hospital, retail, and specialty service lines, ensuring consistent operational execution, accountability, and alignment across sites
Provides performance management, staffing oversight, and employee relations support for pharmacy leadership, pharmacists, technicians, and support personnel across the network.
Leads GPO/Vizient representation to support pharmaceutical purchasing continuity and day-to-day operational supply needs across the network.
Directs development and maintenance of KPI dashboards and the departmental metric reporting calendar, using data and performance metrics to drive operational decision-making and prioritize improvement efforts.
Optimizes purchasing, inventory management, and waste reduction across pharmacy locations; supports drug shortage mitigation and the operational components of contracting and supply-chain workflows.
Leads evaluation, implementation, and life cycle management of pharmacy automation, dispensing technology, IV workflow systems, and AI-enabled operational solutions to improve safety, quality, and efficiency.
Leads enterprise operational preparedness, business continuity planning, and emergency response coordination for pharmacy services, ensuring reliable medication distribution and staffing contingencies across all Bassett Healthcare Network pharmacy locations.
Ensures compliance with applicable federal, state, accreditation, and organizational requirements, including responsibilities related to controlled substance oversight and regulatory readiness (e.g., USP <795>/<797>/<800>, URAC).
Partners with FoxCare Specialty Pharmacy leadership on operational performance and growth initiatives.
Serves as the primary escalation point for day-to-day operational issues across pharmacy sites, ensuring rapid resolution and consistent execution in support of the CPO's strategic priorities.
Collaborates with external specialty pharmacy and management services partners on operational performance, contract compliance, and quarterly business reviews (QBRs).
Supports 340B program operational needs in coordination with the 340B Program Manager and Compliance team.
Leads process improvement and change management initiatives to standardize operations, reduce variation, and improve efficiency across the pharmacy network.
Supports facility planning, construction projects, and technology investments that strengthen pharmacy operational capabilities across Bassett Healthcare Network locations.
Represents pharmacy operations in cross-departmental meetings and committees; engages in national networks and benchmarking collaboratives to bring leading-edge operational practices to Bassett Healthcare Network.
Participates in workforce planning, staffing model development, and succession planning across sites.
Provides leadership, coaching, and mentoring to pharmacy leaders and staff, fostering a culture of accountability, engagement, and continuous improvement.
Performs other duties as assigned to support the evolving needs of the pharmacy department and organization.
