About The Position

The Vice President of Operations (VPO) provides executive leadership for administrative and non-clinical operational functions across Care For the Homeless. The VPO is responsible for ensuring the effective management of operational infrastructure that supports the delivery of high-quality, client-centered services. The VPO oversees a broad portfolio that includes facilities management, risk management, emergency preparedness, project management, business continuity, procurement, insurance, and administrative systems. This role ensures that organizational operations are efficient, compliant, and aligned with CFH’s mission, values, and strategic priorities. The VPO serves as a key member of the Executive Team and collaborates with senior leadership to shape organizational strategy, strengthen operational performance, and support the expansion of services that advance the mission to end homelessness.

Responsibilities

  • Provide leadership and oversight of non-clinical administrative and operational functions across the organization.
  • Collaborate with senior leadership to improve administrative processes and cross-departmental operational effectiveness.
  • Lead change-management initiatives based on performance metrics and operational needs.
  • Support the Executive Team and Senior Management in executing strategic priorities.
  • Oversee facilities operations across all CFH sites including clinics, shelters, and administrative offices.
  • Supervise the Director of Facilities and ensure all sites maintain safe, compliant, and functional environments.
  • Serve as the escalation point for urgent facility issues, safety concerns, and regulatory risks.
  • Collaborate with clinical and operational leadership to ensure facilities support effective service delivery and workflow.
  • Oversee facility maintenance, safety compliance, and emergency repairs.
  • Ensure business continuity planning and emergency preparedness processes are maintained and regularly updated.
  • In collaboration with the Risk and Compliance team, support regulatory compliance efforts related to operations and infrastructure.
  • Oversee procurement processes, vendor contracts, and cost-control initiatives.
  • Establish operational systems for supply management across CFH sites.
  • Develop regional storage and supply hubs to support urgent clinical and operational needs.
  • Monitor procurement performance and vendor effectiveness.
  • Co-manage the IT function in collaboration with internal and external IT partners.
  • Ensure organizational technology systems effectively support operational needs.
  • Evaluate IT vendor performance and participate in recruitment of IT leadership when necessary.
  • Oversee implementation of technology platforms that improve organizational efficiency, including document management systems.
  • Lead cross-departmental operational initiatives tied to organizational expansion, such as licensing of sites.
  • Oversee operational coordination of New York State Department of Health Certificate of Need (CON) applications when required.
  • Develop project plans, timelines, and measurable benchmarks for operational initiatives, coordinating efforts between consultants, architects, and internal leadership when construction or renovation is required.
  • Monitor project progress, performance to budget, and compliance requirements.
  • Report on project outcomes using operational metrics and performance dashboards.
  • Promote opportunities for staff feedback on operational processes and organizational improvements.
  • Develop dashboards to track operational performance including procurement, facility readiness, workforce coverage, and supply chain efficiency.
  • Implement systems that improve coordination, transparency, and accountability across departments.
