About The Position

PLK Communities is building its own 4% LIHTC platform and is hiring a Vice President of Affordable Housing Development to build and run the program. The role reports directly to the Chief Development Officer and is responsible for establishing repeatable systems and processes, leveraging PLK’s in-house resources, and leading deals from site control through tax-credit award, financial closing, and construction start. The initial goal is to break ground on a PLK-led deal in 2028, then start two projects per year and expand as the platform’s systems mature. The position is focused on winning tax-credit awards, securing approvals, coordinating deal capital stacks, and closing transactions—not raising equity for PLK or running horizontal land development. PLK’s finance and capital markets team leads lender relationships and debt financing. The role uses existing in-house architecture, construction, land acquisition, finance, and property management teams, identifying personnel gaps only as the pipeline grows. The successful candidate will report deal progress against schedule and budget to the Chief Development Officer and hand completed deals off to construction and property management.

Requirements

  • Personally led multiple 4% tax-exempt bond LIHTC deals that received awards and went on to start construction.
  • Knowledge of the LIHTC capital stack and experience coordinating multiple funding sources through closing.
  • Knowledge of state housing finance agencies.
  • Experience setting up systems and processes that move deals through completion.
  • Experience winning local approvals and presenting to planning commissions or neighborhood groups.
  • Ability to manage several deals at once without losing track of them.
  • At least 5 years of experience in affordable housing development, with significant 4% LIHTC experience.
  • Bachelor’s degree in real estate, finance, planning, or a related field.

Nice To Haves

  • Experience with OHFA, Kentucky Housing Corporation, THDA, or Florida Housing.
  • Prior experience running a division is not required; the role is open to someone ready to lead a first division or platform.

Responsibilities

  • Establish repeatable application processes, including templates, checklists, schedules, and standards.
  • Use PLK’s in-house architecture, construction, and land acquisition teams and identify personnel gaps as the pipeline grows.
  • Own application calendars with state housing finance agencies, initially in Ohio, Kentucky, and Tennessee, with Florida and other markets to follow.
  • Lead 4% bond and LIHTC applications from preapplication through the 42(m) letter and final award.
  • Secure local approvals, including zoning, site-plan approvals, and public hearings.
  • Build working relationships with state agencies, bond issuers, housing authorities, and city staff.
  • Underwrite deals early and determine which should proceed.
  • Build and coordinate each deal’s capital stack, including tax-credit equity, bonds, debt, and soft funding; identify financing gaps and sources to fill them.
  • Manage third parties, including market-study providers, environmental consultants, architects, counsel, syndicators, and bond counsel.
  • Drive deals from site control through financial closing and construction start.
  • Hand off projects to PLK’s construction and property management teams.
  • Break ground on the first PLK-led deal in 2028, then start two projects per year and grow the platform.
  • Track deals against schedule and budget and report progress to the Chief Development Officer.
