Founded locally in 1911, the Northern California & Northern Nevada affiliate of Volunteers of America (VOA-NCNN) is one of the largest providers of social services in the region, operating more than 40 programs including housing, employment services, substance abuse, and recovery services to families, individuals, veterans, seniors, and youth. In fact, VOA-NCNN provides shelter or housing to over 3,500 men, women, and children every night. Our Mission: To change individual lives, instill hope, increase self-worth and facilitate independence through quality housing, employment, and related supportive services. Volunteers of America Northern California & Northern Nevada inspires self-sufficiency, dignity, and hope by providing critical health and human services to thousands of vulnerable individuals and families across Northern California & Northern Nevada. VOA-NCNN, a Certified Great Place to Work, is recruiting for a full-time Vice President, Housing & Community Development (VP-HCD). Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, sick pay, health, dental, vision, life, and short-term disability insurance coverage.

Requirements

  • Bachelor’s degree is required.
  • A minimum of 10 years of leadership in housing, community development, or homelessness systems.
  • Demonstrated experience working with federal housing programs, state housing and community development agencies and local governments, and housing authorities.
  • A valid driver’s license and the ability to meet the organization’s insurance carrier guidelines are required.
  • Must have a reliable vehicle for work use (mileage will be reimbursed).
  • Ability to work flexible hours and travel is required.
  • Must undergo a criminal background check.
  • Leadership skills.
  • Must have well-developed problem identification, critical thinking, analytical, problem resolution, persuasion, conflict management, and negotiation skills.
  • Must have the skills and flexibility to adapt to a constantly changing environment and maintain customer focus.
  • Must have excellent written, verbal, presentation, and interpersonal skills.
  • Ability to use own judgment to make quick, accurate and consistent decisions.

Nice To Haves

  • Master’s degree preferred.
  • Direct involvement in development or deployment of housing funding programs preferred.
  • Experience working with government and nonprofit sectors preferred.

Responsibilities

  • Lead and execute VOA’s housing, shelter and community development strategy, aligned with regional and statewide homelessness priorities.
  • Advance the organization’s capacity to develop and deploy: a. Permanent supportive housing b. Rapid Rehousing c. Transitional and navigation-based housing models d. Affordable housing e. Shelters
  • Ensure housing initiatives align with evidence-based practices, CoC priorities, and jurisdictional goals.
  • Integrate supportive services and healthcare into housing programs.
  • Serve as VOA’s senior executive liaison to: a. HUD and federal partners b. State Housing and Community development agencies c. Counties, cities, housing authorities and Continuums of Care
  • Lead strategy for securing and structuring: a. Federal housing and homelessness funding b. State-administered housing and community development programs c. Local and regional housing investments
  • Provide executive oversight of public and private-sector agreements, development partnerships, and finding collaborations.
  • Monitor and interpret Housing and homelessness policy changes to inform organizational strategy.
  • Represent VOA in regional, state, and cross-sector policy forums.
  • Position VOA as a trusted systems leader and problem-solver across jurisdictions.
  • Provide executive leadership for Housing development initiatives in coordination with: a. Finance (capital structuring and risk management) b. Operations (service delivery alignment) c. Strategy & innovation (model development and system integration)
  • Guide partnerships with developers, jurisdictions and finders to bring new housing resources online.
  • Support long-term asset and portfolio planning in collaboration with property management and financial leadership.
  • Collaborate closely with the COO to ensure housing programs are operationally sound and scalable.
  • Partner with the CFO on funding strategies, compliance, and financial sustainability.
  • Coordinate with the Chief Strategy and Innovation Officer on system design, outcomes alignment and innovation.
  • Support the VP of Development and Marketing on public and private funding positioning and capital campaign alignment.
  • Serve as a member of the executive leadership team, contributing to enterprise-wide strategy, governance and culture.
  • Support and mentor senior housing and community development staff.
  • Foster a culture of collaboration, accountability and mission alignment.
