About The Position

Texas Health Action (THA) is a community-informed non-profit organization dedicated to providing access to culturally affirming, quality health services in a safe and supportive environment, with expertise in serving LGBTQIA+ people and those impacted by HIV. Kind Clinic proudly serves Texas with four vibrant locations: two in Austin, one in San Antonio, and another in Dallas plus virtual care services available to all residents across Texas. Bolstered by Waterloo Counseling Center and a passionate team of over 250 dedicated employees and volunteers, THA is at the forefront of promoting healthcare equity and accessibility throughout the state. The Vice President, Health Information & Technology provides senior level leadership for the organization’s Information Technology (IT) and Health Information Management (HIM) functions, including clinical applications, data systems, interoperability, security, and information/data governance. This role is responsible for the technology and information system infrastructure of the organization and its future direction. This role serves as a strategic partner to the CEO, translating organizational goals into a cohesive technology and data strategy and ensuring disciplined execution across infrastructure, clinical systems, analytics, and compliance. The VP is accountable for aligning technology investments with patient care and experience, operational excellence, regulatory requirements, and long-term organizational growth.

Requirements

  • Bachelor’s degree in Information Systems, Healthcare Administration, Business, Computer Science, or a related field.
  • 10+ years of progressive leadership experience in healthcare IT, health information systems, or digital health.
  • 5+ years in a senior leadership role (Director, Senior Director, or VP level).
  • Demonstrated experience overseeing: EHR and clinical systems, IT infrastructure and security, and data and reporting in a healthcare environment.
  • Experience translating organizational strategy into technology roadmaps and operational execution.
  • Strong vendor management and budget oversight experience.
  • Must have basic PC skills that include a combination of working in a Windows Operating System and Microsoft Outlook, Word, and Excel.
  • Understands the importance of maintaining confidentiality; able to maintain confidentiality under HIPAA standards.
  • Must have the ability to exercise a high degree of diplomacy and tact; excellent customer services and interpersonal communication skills.
  • Cultural sensitivity and demonstrated ability to work with diverse people groups.
  • Well-developed verbal and written communication skills in English.
  • Ability to work well under pressure with minimal supervision.

  • Hearing to perceive the nature of sound with no less than 40 db loss @ Hz, 1000 Hz, and 2000 Hz with or without correction; ability to perceive detailed information orally and make fine discriminations in sound.
  • Perform repetitive motions with wrists, hands, and fingers.
  • Individual must be able to exert up to 12 pounds of force occasionally and to be able to lift, carry, push, pull, or otherwise move objects.
  • Work requires a minimum standard of visual acuity with or without correction that will enable people in the role to complete administrative and clerical tasks, as well as inspect and analyze.
  • Must be able to work and concentrate amidst distractions such as noise, conversation, and foot traffic; ability to handle interruptions often and be able to move from one task to another.

Nice To Haves

  • Master’s degree (MHA, MBA, MPH, MS in Health Informatics or Information Systems).
  • Relevant certifications (e.g., CHCIO, PMP, CAHIMS, CPDHTS, CPHIMS, CISSP) a plus but not required.
  • Experience in nonprofit healthcare, community health, public health, or complex regulated environments strongly preferred.
  • Additional language abilities desirable.
  • While worker may possibly be subjected to temperature changes, the worker is generally not substantially exposed to adverse environmental conditions as the work is predominantly inside.

Responsibilities

  • Serve as the senior most leader for IT, clinical applications, data, and information management and security functions.
  • Partner with the CEO and executive team to develop and maintain a multi-year technology and data strategy aligned with organizational priorities.
  • Translate organization strategy into clear roadmaps, budgets, and operational plans for technology and information systems.
  • Advise executive leadership on emerging technology, digital health trends, and data capabilities relevant to healthcare delivery.
  • Develop budgets in collaboration with IT and HIM leaders, advise on technology investments to support technology and information system strategy and organization growth.
  • Ensure the security, reliability, capability, and scalability of our information systems and technology to execute our mission.
  • Oversee all IT operations including: Network and infrastructure, End-user systems and support, Vendor and contract management, Cybersecurity and risk management.
  • Ensure technology platforms are scalable, reliable, secure, and cost-effective.
  • Provide senior level oversight for: Electronic Health Record (EHR) and other clinical systems, Practice management and revenue cycle technologies, Telehealth platforms, Clinical workflows and optimization.
  • Partner with clinical and operational leaders to ensure systems support high-quality, patient-centered care.
  • Oversee health information governance, including data quality, documentation standards, and lifecycle management.
  • Lead development of enterprise data capabilities, including: Reporting and dashboards, Quality, outcomes, and compliance reporting, Population health and performance analytics.
  • Ensure data is accurate, accessible, secure, and actionable for leadership, clinical teams, and external reporting.
  • Ensure compliance with all applicable regulations (e.g., HIPAA, HITECH, state and federal reporting requirements).
  • Oversee cybersecurity strategy, incident response planning, and privacy safeguards.
  • Collaborate with compliance and legal functions on audits and risk mitigation.
  • Serve as the organization’s security officer.
  • Directly manage IT and HIM leaders and build a high-performing, mission-aligned team.
  • Clarify roles, expectations, and accountability across technical and clinical application teams.
  • Foster collaboration between technology staff and teams of various departments across the organization.
