About The Position

The Vice President, Global ODC Learning & Development (GOLD) is responsible for designing, executing, and continuously enhancing learning strategies that support Financial Crimes Compliance (FCC) operations across global Offshore Delivery Centers (ODCs). Reporting into the Operations Execution pillar of the Operations Department, this role plays a critical part in ensuring that offshore teams are equipped with the technical expertise, regulatory knowledge, and operational discipline required to perform high-risk financial crime activities. This leader will drive a standardized, scalable learning framework across AML, sanctions, and investigative functions, ensuring alignment with global FCC standards, regulatory expectations, and evolving risk landscapes. The role requires deep subject matter expertise in financial crimes, a strong foundation in learning and development, and experience operating within global, outsourced delivery models.

Requirements

  • Minimum 7+ years of experience in learning & development, training, or talent development within a financial services or regulatory environment.
  • Strong knowledge of Anti-Money Laundering (AML), sanctions compliance, and financial crime operations.
  • Experience working with offshore delivery centers and/or third-party vendor models.
  • Demonstrated ability to design and scale global training programs in complex, regulated environments.
  • Strong understanding of adult learning principles, instructional design, and digital learning tools.
  • Excellent communication and stakeholder management skills.
  • Bachelor’s degree in business administration, finance, international relations, criminal justice, or a related field.

  • Experience supporting regulatory exams and audits is highly preferred.

Responsibilities

  • Design and implement a comprehensive global learning and development strategy for ODC teams supporting FCC operations.
  • Build standardized training curricula across AML investigations, sanctions screening, transaction monitoring, and related financial crime disciplines.
  • Ensure all learning programs align with global FCC policies, regulatory expectations, and operational requirements.
  • Develop scalable onboarding, upskilling, and continuous learning programs to support a rapidly evolving risk and regulatory environment.
  • Oversee end-to-end training delivery across offshore locations, ensuring consistency in quality, content, and execution.
  • Partner with ODC leadership and third-party vendors to ensure effective deployment of training programs across all sites.
  • Drive ongoing skills development for investigators, analysts, and managers across all FCC functions.
  • Ensure training content reflects current AML and sanctions regulations, typologies, and enforcement trends.
  • Translate complex regulatory requirements into practical, role-specific learning modules.
  • Partner with Compliance, Investigations, and Policy teams to continuously update training content based on emerging risks and regulatory feedback.
  • Support readiness for regulatory exams by ensuring training programs demonstrate strong control environments and operational rigor.
  • Establish governance frameworks to ensure consistency, accountability, and effectiveness of training programs globally.
  • Conduct periodic reviews of training effectiveness, incorporating feedback loops and performance data to drive continuous improvement.
  • Ensure all training materials, records, and processes are audit-ready and meet regulatory expectations.
  • Lead and develop a global team of learning professionals across onshore and offshore locations.
  • Provide regular updates to senior leadership on training effectiveness, risks, and strategic initiatives.
  • Foster a culture of continuous learning, accountability, and operational excellence across ODC teams.
