About The Position

As a member of the Executive Management Committee (EMC), is accountable for analyzing, planning, organizing, developing and delivering a comprehensive array of corporate services strategies, approaches, processes, initiatives, policies, programs, guidelines, directives and frameworks to support and enhance the capacity of the Chief Executive Officer (CEO) and the organization to address issues that have relevance to the programs and operations of the National Capital Commission and to the achievement of its mandate, strategic objectives and operational goals. Also accountable for developing and providing integrated, flexible, cost effective and timely corporate management infrastructure processes and services for business, corporate and strategic planning, and for the stewardship of NCC financial and non-financial resources in accordance with the principles and practices of resource management. The Vice-President is the focal point for corporate policies, programs, services and initiatives with respect to financial management, procurement and material management, human resources management, security, business continuity, facilities management, fleet, information management and information technology (IM/IT), records management and mail distribution services, etc. Provides authoritative advice to the CEO, Vice-Presidents and clients in the aforementioned areas; and represents the financial, human resources and corporate service interests of the NCC with central agencies, with other federal government departments and agencies (OGDs), and with the private sector. The incumbent is accountable for ensuring that the NCC has the capacity to manage its financial and non-financial resources at the policy, program and project levels, in accordance with the policies, principles and practices of modern resource management. Leads initiatives to advance the use of a corporate and systemic approach to resource management through the development and implementation of effective corporate resource planning and allocations, to enable managers to better prioritize, plan and meet operational goals to achieve their respective results, in a financially prudent and responsible manner.

Requirements

  • A degree from a recognized post-secondary institution with acceptable specialization in Business Administration.
  • A minimum of eight years of experience, at the executive level, in setting strategic direction and providing strategic advice on Corporate Services, including Finance, HR, Security, etc. that has an organization-wide impact, including:
  • Leading multi-disciplinary teams of professionals.
  • Providing strategic advice and guidance to senior officials on complex and sensitive issues.
  • Negotiating and establishing effective relationships with various internal and external stakeholders.
  • Financial and human resources management.
  • Of corporate disciplines at the strategic, policy and operational levels.
  • Of financial management principles, accounting practices and budgetary control at the strategic and operational levels.
  • Of human resources management theories, principles and practices including talent acquisition, workforce planning, employee relations, performance management, and organizational development.
  • Of security management frameworks, risk management methodologies and best practices.
  • Of information management and information technology (IM/IT) principles, systems and technologies.
  • Of NCC’s priorities, programs and activities.
