About The Position

The Fiduciary Veterans Service Representative (FVSR) is responsible for making factual quasi-legal and subjective determinations involved in the administration of all types of beneficiary estates, the protection of their benefit rights, to include the misuse process when necessary, the routine handling of legal matters, and the identification of legal questions. The FVSR will explain benefit programs and entitlement criteria, conduct interviews, identify issues, gather relevant evidence, generate decision documentation, and input data necessary to generate an award, when applicable. Specifically, the FVSR will: Analyze and make the final determination of the competency of Veterans and other VA beneficiaries and provide the final notification of the determination. Adjudicate award actions for the Fiduciary Program, to include release of retroactive payments, suspended, resumed, terminated and/or recovered when appropriate. Authorize, review and approve the pending award action for technical accuracy, clarity and thoroughness, ensuring beneficiaries receive all benefits to which entitled, including those pertaining to dependents. Prepare Statements of the Case (SOC) on Fiduciary Program appeals. Give final approval of accounts received from VA appointed fiduciaries and develop for discrepancies as needed, prior to approvals. Provide Promulgation Team training when needed, serve as a VSR and LIE expert providing technical guidance for actions taken by FSR's, and communicate with Veterans, beneficiaries, Office of Inspector General, Regional Counsel, and other Fiduciary Hub employees as required to obtain and clarify information. Complete all work in an electronic environment, updating all computer systems to include VBMS-R, Share, VBMS-A, Virtual VA, and VBMS-Fiduciary, FAST, and Case flow, while providing training to members of the Fiduciary Hub, RO employees, service organizations, and stakeholders.

Requirements

  • Must be a U.S. Citizen
  • Selective Service Registration is required for males born after 12/31/1959

  • Required to attend an 8 week training session, which may require travel
  • VSR Skill Certification required at the GS-10 level

  • As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09 level. For a GS-11 position you must have served 52 weeks at the GS-10 level.
  • If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-10 or higher and the promotion potential of your current position must be at least GS-10
  • The grade may have been in any occupation, but must have been held in the Federal service.
  • An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
  • If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
  • GS-10 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits. A comprehensive and thorough knowledge of state, federal and local benefit programs AND Ability to communicate both orally and in writing, to individuals of all educational backgrounds.
  • GS-11 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-10) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: Knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of Veterans benefits. A comprehensive and thorough knowledge of state, federal and local benefit programs. Ability to communicate both orally and in writing, to individuals of all educational backgrounds AND Ability to fully analyze awards of beneficiaries that involve a broad range of issues.
