About The Position

The Veteran Outreach Program Specialist is the principal outreach staff member serving Military Reserve and National Guard members returning from GWOT, OEF, OIF, and OND. The role requires travel throughout an assigned geographical area away from the Vet Center. This is a multi-grade career-ladder position; the listed duties describe the GS-11 full-performance level, while lower grades involve more limited assignments and less independence. Promotion to the full-performance level may occur without further competition when regulatory, qualification, and performance requirements are met; selection at a lower grade does not guarantee promotion. The specialist provides information about benefits and eligibility for VHA, RCS, VBA, and NCA; develops and distributes outreach materials; represents the Vet Center in the community; coordinates referrals with direct-service providers; helps plan and conduct outreach events; and documents contacts, visits, and administrative activities. The role also involves daily use of a Government Owned Vehicle or Mobile Vet Center, which may be up to 40 feet long, and setting up and closing the Mobile Vet Center, including checking communications and electrical systems. The regular schedule is Monday through Friday, 8:00 a.m. to 4:30 p.m. Some nights and weekends may be required. This is not a virtual position. A current valid state driver's license is required. The position is subject to background/security investigation and a one-year probationary or two-year trial period. Applicants must be U.S. citizens and meet the applicable grade qualifications by the announcement closing date of November 5, 2026. Qualification may be based on specialized experience, qualifying graduate education, or a combination. For GS-09, the experience route requires one year equivalent to GS-07; qualifying education includes a master's or equivalent graduate degree, two years of progressively higher graduate education toward such a degree, or a related LL.B. or J.D. For GS-11, the experience route requires one year equivalent to GS-09; qualifying education includes a Ph.D. or equivalent, three years of progressively higher graduate education toward such a degree, or a related LL.M. Current or former federal employees may also be subject to time-in-grade requirements.
