The Department of Citywide Administrative Services (DCAS) is responsible for making city government work for all New Yorkers. DCAS manages New York City’s most iconic courthouses and municipal buildings, and purchases over $1 billion annually in goods and services for more than 80 City agencies. DCAS's Audit & Compliance Services (ACS) consists of several units, including Vendor Contract Audit. ACS assists management with identifying and prioritizing areas or processes of DCAS Lines of Service (LOS) that require attention or have concerning risk factors. ACS provides audit/review and consulting services by understanding existing processes and procedures, performing tests of controls, and providing recommendations for improvement. ACS is also tasked with coordinating external audit activities, preparing various reports for the Comptroller and DOI, auditing specific programs, and conducting audits of DCAS’s fourteen (14) lines of services processes, invoice, and approval process. With regards to citywide procurement, DCAS processes orders for goods and services worth over $1.5 billion for over 100 NYC agencies. DCAS ensures contracted vendors comply with contract stipulations, terms, conditions, agreed-upon prices, and specifications. ACS's consulting services and audit work add value by controlling risk management, improving performance quality, efficiency, and cost recovery; reducing errors and costs; developing policy and procedures; increasing regulatory compliance; and enhancing management communications and clarity.
