Leidos QTC Health Services is seeking a Veterans Affairs (VA) and Rural Health Growth Lead to accelerate our mission of delivering timely, high-quality healthcare services to Americans in rural counties and Veterans across the United States. In this role, you’ll bring your business development, capture, proposal, and account leadership expertise to help scale solutions that reduce access barriers and improve health outcomes. Reporting directly to the VP of Business Development and Capture, you will drive growth across Federal, State & Local, and healthcare system opportunities tied to rural and Veteran health. You’ll shape strategy, identify opportunities, build relationships, and lead captures that expand our footprint and impact—helping more people get the care they need. Why this role matters: Veterans and people living in rural communities face challenges in obtaining healthcare—distance, provider shortages, limited infrastructure, and fewer local resources. Our work is built to meet those realities. As VA and Rural Health Growth Lead, you will play a direct role in expanding programs that improve access and experience for examinees and patients, while ensuring we continue to grow responsibly and competitively in the health domain. This role requires a highly proactive, results-driven leader who operates with urgency, demonstrates strong ownership, and independently drives opportunities forward with minimal oversight. Who we are: Leidos QTC Health Services collaborates closely with government and non-government customers to address current and future program needs within the health services domain. We specialize in disability-focused medical examinations, independent medical exams and review services, occupational health services, diagnostic testing, and case management solutions. As innovators, we advance technologies that improve service delivery—with a strong emphasis on enhancing accessibility for examinees who are Veterans and those that live in rural communities . With a proven track record of continuous improvement and steady growth, we now handle over 2 million appointments annually .

Requirements

  • BA/BS from an accredited college in a related discipline
  • 10+ years of relevant experience
  • Demonstrated success in a healthcare-related business and relevant experience for pipeline development, capture leadership, proposal development and account management across multiple customer organizations/program offices and acquisition sizes
  • Working knowledge of and current familiarity with Veterans Affairs (e.g., VHA, VBA, OIT), State & Local health, and/or rural health communities
  • Demonstrated ability and desire to be a utility player in a dynamic environment (i.e., working in strategy, BD/capture, and proposal) while operating independently with a strong sense of urgency. Must take initiative without waiting for direction, and consistently deliver results with minimal supervision while building strong working relationships with senior leadership, technical teams, and peers.
  • Strong collaboration skills and demonstrated experience building internal cross-functional alignment and external industry partnerships
  • Ability to operate independently, gain internal support, and establish strong working relationships with senior leadership, technical teams, and peers
  • Ability to and/or experience using CRM systems to rigorously track opportunities, maintain accurate data, and produce reliable forecasts; highly proficient in Microsoft Office and modern productivity/AI-enabled tools to drive efficiency, organization, and measurable outcomes.
  • Ability to travel up to 25% per month , as needed.

Responsibilities

  • Grow the business with purpose: Identify, qualify, and capture rural health opportunities that expand access and improve service delivery for Veterans and rural communities.
  • Own pipeline growth: Build and manage a qualified pipeline necessary to meet or exceed forecast and operating plan targets, maintaining a consistently high win probability.
  • Maintain disciplined CRM hygiene, accurate forecasting, and clear next steps for every opportunity, demonstrating consistent forward momentum.
  • Lead strategic captures: Drive end-to-end capture execution, including customer engagement, solution shaping, teaming, pricing strategy inputs, and win themes/discriminators.
  • Proactively develop and execute detailed capture plans, including clear milestones, action owners, and timelines to ensure disciplined pursuit execution.
  • Strengthen our reputation in VA and rural health: Expand Leidos QTC Health Services’ presence and credibility through strong customer relationships, thought leadership, and high-quality pursuit execution.
  • Develop winning strategies: Recommend business development and marketing approaches to maximize customer and market penetration—balancing near-term wins with long-term positioning.
  • Run targeted campaigns: Lead one or more strategic growth campaigns aligned to rural health priorities across government and healthcare systems.
  • Stay ahead of the market: Continuously monitor competitors, industry trends, and procurement shifts to anticipate and respond to market dynamics. Demonstrate intellectual curiosity and resourcefulness in identifying new pathways to growth.
  • Collaborate across teams: Participate in pipeline reviews, gate reviews, black hats, win-theme workshops, and proposal development/reviews; coordinate internal and external partners to deliver compelling, compliant proposals.
  • Engage customers with insight: Coordinate meetings with customers, industry partners, and internal stakeholders to clarify requirements, acquisition strategy and timing, and contract vehicle choices.
