About The Position

Cascade Energy delivers the Bonneville Power Administration's (BPA) Energy Smart Industrial (ESI) program, which partners with public utilities across the Pacific Northwest to help industrial customers identify and implement energy efficiency improvements. We are seeking an ESI Program Manager. The ESI Program Manager (PM) is responsible for leading a team of nine Program Delivery Managers (PDMs) – known in the program as Energy Smart Industrial Partners (ESIPs). Primary functions of ESI’s PM include advising direct reports on topics including energy efficiency measure applications, measurement and verification (M&V) methods, program outreach, and utility and regulatory policies. The ESI PM is a key member of the program’s leadership team and has significant responsibility for the program’s implementation services. The ESI PM position reports to ESI’s Director of Operations. The ESI PM also manages ESI’s Technical Service Provider (TSP) pool. Key responsibilities include structuring long term service agreements with several subcontractors, issuing statements of work for technical studies, reviewing and approving TSP deliverables, and managing monthly invoicing. Requirements

  • Bachelor’s Degree required, preferably in Engineering, Business, or a related field.
  • At least six years of project management experience, preferably in energy efficiency or a related field.
  • Direct experience with industrial processes and the mechanical systems commonly used in industry. Familiarity with core principles applied to achieve energy savings in these systems.
  • Direct experience with utility demand-side management programs and measurement and verification methodologies they employ.

Nice To Haves

  • Candidates with past ESI experience (e.g., ESIPs, TSPs, SEM implementers) or other DSM program experience strongly preferred.
  • Management experience is not required, but a demonstrated interest and aptitude for leadership is a desired prerequisite.
  • Engineering degree is not required, but a solid understanding of industrial energy efficiency and Measurement and Verification (M&V) methods are strongly preferred.

Responsibilities

  • Manage ESIP workload, track progress toward milestones on critical individual projects, and monitor overall performance of ESI contract deliverables.
  • Develop and implement recovery plans for off-schedule and unanticipated ESIP related outcomes, including technical challenges and shortfalls in performance.
  • Partner with ESI’s ESIPs, TSP subcontractors, quality control engineer and other stakeholders to ensure the team effectively delivers high-quality technical reports, presentations, and other deliverables.
  • Consistently deliver high quality program services that provide value to BPA, public utilities, and industrial end users.
  • Meet and exceed ESI program annual energy savings goals and customer service standards.
  • Conduct annual employee performance reviews and help establish development goals.
  • Review timesheets and review and approve ESIP business expense accounts.
  • Implement plans to improve program performance.
  • Mentor ESIPs through day-to-day program implementation challenges.
  • Contribute to the long-term planning for ESIP professional development.
  • Evaluate training needs and manage training development and implementation.
  • Foster positive relationships, ensuring high levels of satisfaction with utilities and end users.
  • Develop a strong working relationship with Bonneville Power’s Energy Efficiency staff.
  • Serve as the liaison with utilities, vendors, and end users to resolve any conflict or challenges, as they arise.
  • Represent Cascade as a subject matter expert, attend trade conferences, and participate as a guest panel member as needed.
  • Complete all the above while maintaining Cascade’s culture, promoting safety, and ensuring contractual compliance.
