About The Position

The purpose of this class is to perform technical inspection services for utility and construction projects within the City. The class is responsible for quality control inspection of construction work both in the planning (site review) phase and work in progress to ensure quality work will be and is being performed by contractors in accordance with City specifications, engineers plans, local ordinances, state & national codes. The individual needs to exercise considerable tact, and possess an ability to elicit cooperation from others. Unimpeachable honesty and integrity are demanded of this class.

Requirements

  • Requires a High School Diploma or general equivalency diploma (GED) at time of hire.
  • Requires minimum of one year of experience in construction of underground utility systems.
  • Must be able to read and interpret construction specification sheets and blueprints.
  • Requires a valid State of Florida Driver’s License and satisfactory driving record as a condition of initial and continued employment.

Nice To Haves

  • Drafting skills preferred.
  • Ability to operate surveying equipment (i.e. transit and level) is desirable.
  • Utility Construction Inspection coursework review and GIS/GPS software and equipment locator training will be mandatory after hire.
  • Special skills or equipment certification may be required.

Responsibilities

  • Conducts on-site inspection of work in progress during construction, installation of water/wastewater/stormwater pipelines, sanitary lift stations, and other construction projects.
  • Observes various and specific tests related to new construction.
  • Performs these activities to ensure that work in progress meets the plans and required specifications as set by the Engineers and the City of Leesburg utility construction specifications and ordinances.
  • Interprets, applies and enforces the provisions of the City of Leesburg Design Standards and Policies along with all other applicable federal, state and local codes, laws, regulations, specifications, standards, policies and procedures.
  • Compares drawings with the progress of the work and verifies compliance.
  • Applies material testing procedures.
  • Attends staff meetings to exchange information; attends in-service training and technical classes to improve technical skills.
  • Performs routine office tasks, such as emailing, typing, filing, faxing, phoning, and copying.
  • Prepares As-built sketches and/or drawings for identifying existing utility conditions and/or updating utility records/data to reflect field changes.
  • GIS/GPS locate existing utility locations and field changes, and add this information to the electronic version of the utility maps.
  • Communicates the need for and tracking of all required submittals (material acceptance submittals, Utility Easements, Bill of Sales, Deed Transfers, equipment/material lists, and equipment/material price lists, all required testing and certifications) for all utility projects with the contractor/owner.
  • Communicates problems and questions that may arise to Supervisors for further direction.
  • Reviews, addresses & enforces standards and specifications at development review and progress meetings.
  • Perform other related duties as required and assigned.
