About The Position

The purpose of this job is to perform technical functions associated with ensuring that water and sewer construction and repair are completed in accordance with approved drawings, specifications, and ordinances. Duties and responsibilities include, but are not limited to, reviewing construction drawings; conducting inspections of water and sewer line construction; coordinating work activities; maintaining records; and performing additional tasks as assigned.

Requirements

  • Associate's Degree or Vocational/Technical school training in Engineering, Drafting and Design or equivalent, with one year of experience in pipeline construction management, surveying required, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess a valid driver's license.
  • Knowledge of the principles, practices, and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.
  • Knowledge of practices, policies, and procedures as necessary in the completion of daily responsibilities.
  • Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
  • Knowledge of and proficiency with computers and various software packages.
  • Knowledge of water and sewer construction practices and procedures.
  • Knowledge of the Athens-Clarke County public utilities system and of department policies and procedures.
  • Knowledge of surveying methods and practices.
  • Skill in reading and interpreting engineering drawings and specifications.
  • Skill in record-keeping, oral and written communication, and mathematics.
  • Skill in using a variety of engineering and surveying tools and equipment.
  • Skill in utilizing various word processing, spreadsheet, database, and/or other software programs relevant to the position.
  • Ability to effectively communicate and interact with subordinates, management, employees, members of the general public, and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Public Utilities Department.
  • Ability to employ good organizational, management, human relations, and technical skills.
  • Ability to use independent judgment and discretion in routine and non-routine situations.
  • Ability to comprehend, interpret, and apply regulations, procedures, and related information.

  • Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.
  • Must have minimal levels of eye/hand/foot coordination.
  • Requires the ability to differentiate between colors and shades of color.
  • Requires the ability to deal with people beyond giving and receiving instructions.
  • Must be adaptable to performing under minimal stress when confronted with an emergency.
  • Requires the ability to talk and/or hear: (Talking -expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear).
  • Must be able to communicate via telephone.

Responsibilities

  • Reviews initial water and sewer construction plans drawings for compliance with approved specifications and ordinances.
  • Conducts site inspections of water and sewer main construction and repair to ensure that contracted work is completed according to specifications.
  • Coordinates purchase and delivery of parts and supplies.
  • Coordinates with developers and contractors to ensure that approved site plans and materials are being utilized on each project; communicates with developer(s) to exchange necessary information.
  • Assists in resolving field problems associated with utility conflicts.
  • Resolves technical problems; mediates disputes caused by technical problems.
  • Computes administration fees.
  • Maintains and updates project development files; maintains contract files; tracks projects on a daily basis; maintains daily activity log.
  • Assists in the acquisition of easements and right-of-way deeds.
  • Maintains utility plans and maps.
  • Assists in preparing bid documents.
  • Receives and/or prepares reports, correspondence, forms and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties.
  • Answers the telephone; provides information, advice, and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
  • Responds to routine requests for information from officials, employees, members of the staff, the public, or other individuals.
  • Performs other related duties as required.
