About The Position

The Regulatory Commission of Alaska is recruiting for a flexibly staffed Utility Engineering Analyst 1, 2, or 3 in Anchorage. The level offered will depend on the selected candidate’s demonstrated competencies. A candidate hired at a lower level may advance after completing the training plan and demonstrating competency in the work. This recruitment is open to Alaska residents only. At level 1, the analyst works under general supervision in a trainee capacity, following an approved training plan to evaluate routine public utility applications for utility service and tariff filings for compliance with applicable statutes, regulations, policies, and procedures. At level 2, the analyst independently evaluates moderately complex certification applications and quality-of-service issues, as well as moderately complex or controversial tariff filings. At level 3, the analyst analyzes a broad range of complex utility and regulatory proceedings. Work across the levels covers utilities such as electric, natural gas distribution and storage, oil and gas pipelines, refuse, and water/wastewater. Analysts prepare comprehensive written analyses and recommendations for the Commission. The Commission’s mission is to ensure safe, efficient, and reliable utility and pipeline services for Alaskans at just and reasonable rates. It regulates utility services through certification, rate and service regulation, tariff review, dispute resolution, and consumer protection, and also calculates amounts for the power cost equalization program and provides information to executive and legislative branches of government. The position is part of the Advisory Section, a team of analysts specializing in tariffs, engineering, finance, and common carrier matters. The Commission provides hands-on internal training, coaching, support, and opportunities for specialized training at state and national levels. The Anchorage office is in the ConocoPhillips facility, and the position has a private office within the engineering section. The work environment is busy, and a hybrid telecommuting schedule is available at this time.
