About The Position

Oversees the daily operations of the Allen Water Treatment Plant (AWTP), focusing on implementing operational targets set by the operations manager to optimize both treatment processes and business efficiency. Plans, organizes, schedules, supervises, and evaluates the performance of water plant operators. This role works collaboratively with operations superintendent and manager, sharing responsibilities in all aspects of water operations, regulatory compliance, and employee management.

Requirements

  • Associate of Science degree in water quality management, process operation, or engineering science.
  • Minimum of 3 years' experience in treatment plant operations at a Class A water treatment facility or similar (as defined in CDPHE Regulation 100).
  • Required Colorado Water Operator "A" Certificate or ability to obtain within 1 year of hire.
  • Required Driver's License: Valid Colorado driver's license and a clear or acceptable MVR.
  • Demonstrated leadership and motivational skills, with the ability to foster strong working relationships with City employees, contractors, citizens, and external agencies through clear written and verbal communication.
  • Strong decision-making abilities, utilizing analytical thinking and a proactive approach to problem-solving.
  • Highly organized, self-directed, and articulate team player capable of engaging effectively across all levels of the organization.
  • Innovative thinker who provides creative solutions to operational challenges.
  • Deep understanding of water treatment processes and water quality control throughout the treatment cycle.
  • Proficient in Microsoft Word, Excel, Project, Outlook, and PowerPoint.

Nice To Haves

  • Bachelor's/Advanced degree in chemistry or engineering desired.
  • Formal leadership, supervision, or management training desired.
  • Experience in process optimization and pilot studies and previous supervisory or lead operator experience preferred.

Responsibilities

  • Collaborates effectively with the operations superintendent and manager for steady operations.
  • Provides daily oversight and direction to AWTP Operators, ensuring efficient workflow.
  • Manages shift schedules for AWTP Operators, approving leave requests as needed.
  • Ensures compliance with all Federal and State water treatment regulations and standards by administration of the sampling program.
  • Upholds and enforces safety and training programs at the AWTP to maintain a secure work environment.
  • Oversees the training and career development of AWTP Operators to enhance their skills and knowledge.
  • Implements and enforces Standard Operating Procedures (SOPs), identifying constraints and recommending necessary updates.
  • Advises the Operations Manager on critical and ongoing operational or maintenance issues, recommending corrective actions.
  • Works closely with City Engineers and the asset management team to support data collection, analytics, performance tracking, and long-term planning for critical infrastructure rehabilitation and renewal.
  • Engages in public relations activities, including conducting plant tours, representing the facility within the community, and responding to inquiries and customer complaints.
  • Analyzes the performance of water treatment systems, including source blending, filtration, sedimentation, disinfection, and chemical dosing, identifying inefficiencies, and optimizing processes for improved water quality and system reliability.
  • Facilitates pilot and benchtop studies to evaluate process behavior under varying conditions.
  • Utilizes advanced monitoring tools such as SCADA systems, field sensors, and analyzers to track critical water quality parameters.
  • Attends regional and national conferences to stay informed on the latest technologies and innovations, applying acquired knowledge to improve treatment processes and sharing insights with staff for continuous improvement.
