About The Position

Provides direct supervision of stationary engineers in support of routine and emergency operations for equipment and systems. The successful candidate should be willing and able to work rotating shifts as business and operational demands require.

Requirements

  • Bachelor's degree and a minimum 5 years of relevant experience.
  • Thirteen or more years of relevant education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • Must understand and be able to administer the bargaining unit contract.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
  • The ability to obtain and maintain a Department of Energy Q clearance is required.
  • This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
  • This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Nice To Haves

  • Three (3) years of operational experience and broad knowledge of industrial equipment, facilities, and systems.
  • Sound operational knowledge of industrial refrigeration, air compressors, water distribution systems, gas systems, cryogenics systems, filtered systems, large industrial fans, and pumps ranging from portable gas and air-powered to large industrial pumps.
  • Basic knowledge of environmental compliance and engineering principles as they apply to non-electrical utilities operations.
  • Basic computer skills.
  • Discipline to adhere to federal and administrative regulations, requirements, and orders.
  • Good familiarity with CONOPS requirements.

Responsibilities

  • Provide leadership in maintaining safe working conditions and is proactive in preventing injuries, radiological contamination, and other chemical and hazardous exposures to the workforce.
  • Ensure the principles of the Integrated Safety Management System (ISMS) and Integrated Safeguards and Security Management (ISSM) are implemented at the crew level and used for all operations.
  • Ensure strict application of regulations for security and plant protection.
  • Direct work of crew to provide non-electrical utilities services including temperature control and ventilation, potable water, process water, cooling tower water, demineralized water, chilled water, industrial gases, cryogenics, compressed air, breathing air, and other UPF Utilities owned systems.
  • Assist in the development of utilities work execution media including procedure validations for workability, roundsheet idea generation, Job Hazard Analysis (JHA) development, Job Performance Aid (JPA) needs identification and verbiage assistance, System Alignment Checklist (SAC) workability reviews, and other supporting documentation to ensure agile and efficient service.
  • Assign personnel to jobs based on job-specific skill requirements and ensure they are trained and qualified to perform assigned functions in a safe and efficient manner.
  • Coordinate and direct assignments so that schedules are met and standards of workmanship are maintained.
  • Ensure work activities are completed in accordance with applicable requirements including Conduct of Operations (CONOPS) principles.
  • Maintain good configuration control of equipment and tools.
  • Ensure that tools and equipment are in proper working condition and that necessary material and supplies are available.
  • Ensure good housekeeping.
  • Conduct meetings, shifts briefs and job briefs, monitor time keeping and accountable absences, oversee required training and worker certifications, maintain record keeping, and prepare special reports required in accident investigations or occurrences.
  • Handle all personnel matters associated with work group including requirements of bargaining unit contract.
  • Interview; hire or make hiring recommendations; evaluate performance; coach, counsel, reward and discipline employees, as appropriate; and train and develop staff.
  • Handle labor grievances and employee complaints and resolve personnel problems.
  • Provide leadership and personal interaction to promote positive work environment and encourage individual involvement.
  • May require supervision of utility maintenance functions under the jurisdiction of the Y-12 integrated work control process, including job package reviews for workability and safety, hazard identification and assessment, and implementation of hazard controls.
