About The Position

The Water Operations & Maintenance Manager is responsible for the operation and maintenance of the City's distribution pump facilities, distribution storage tanks, and the facilities maintenance functions of the Allen Water Treatment Plant (AWTP). This includes facilities cleaning, plant lighting, HVAC, ground maintenance, waste management, roadway maintenance, safety, and security. The manager determines maintenance and repair schedules for equipment and facilities, manages workflow and work quality, and assigns tasks to ensure proper operation and maintenance of the plant. The role ensures reliable and safe water service that complies with Federal and State regulatory agencies and customer expectations, and supports the mission, vision, strategic plan, goals, and decisions of the City.

Requirements

  • Minimum of 8 years' increasingly responsible experience in water utility operations and maintenance
  • Minimum of 3 years of supervisory experience
  • Colorado Class A Water Operator Certification or able to obtain within six months from hire
  • Valid Colorado motor vehicle operator’s license and acceptable driving record required.

  • Knowledge of Project and asset management principles are highly desirable
  • PMP certification is preferred
  • Any distribution, industrial, mechanical or electrical certifications

Responsibilities

  • Plans and oversees the maintenance of the AWTP, collection and distribution pump facilities, diversion structures and distribution storage tanks.
  • Establishes process reliability metrics and employees’ performance goals and objectives.
  • Assists in the development and implementation of policies and procedures.
  • Establishes schedules and methods for the maintenance of the AWTP, collection, and distribution assets.
  • Identifies and determines equipment’s operational parameters, and requirements for various maintenance programs, including the development, implementation, and evaluation of preventative maintenance, parts inventory, and equipment replacement programs.
  • Works collaboratively with the Plant Manager, Supervisors, and Operators to keep the AWTP running effectively and efficiently.
  • Monitors and ensures maintenance and repair quality to prolong the life of industrial equipment and machinery.
  • Establishes, maintains, and modifies annual written service programs and schedules for the facility.
  • Tracks physical assets and establishes replacement schedules. Works collaboratively with the Engineering Asset Management team to support data collection, data analytics, level of service performance tracking, and future rehabilitation and renewal planning for critical assets.
  • Prioritizes and coordinates major corrective repair and preventive maintenance activities with AWTP staff to ensure the integrity of the treatment process.
  • Confers with the Environmental Compliance Manager to ensure compliance with all current and future federal, state, and regional laws, permits, reporting requirements, safety protocols, and environmental regulations.
  • Assists with preparation of the annual budget; including the forecasting of funds needed for staffing, equipment, materials, and supplies; administers the approved budget in compliance with all applicable city policies and procedures.
  • Participates in the long-term strategic planning efforts of the department, representing the needs and interests of the water operations group.
  • Gathers and interprets a variety of information to recommend and implement solutions relating to design, construction, operations, optimization, and strategies for water plant maintenance activities in collaboration with the Engineering Division. Stays current on organization plans and needs, and industry tools and technology.
  • Supervises and establishes performance standards and career development metrics. Holds regular one on one meetings with direct reports. Makes decisions related to staffing, performance evaluations, salary increases, and training. Ensures compliance with applicable personnel guidelines and employment law.
  • Prepares City Council, Water and Sewer Board, and public presentations and memos, as necessary.
  • Plans and manages assets and maintenance activities.
  • Coordinates with the Distribution and Collections Manager to ensure proper system operations and provide support as needed.
  • Oversees assigned Capital Projects.
  • Performs other duties as assigned and requested.
