About The Position

Under basic supervision, performs activities of the Water Distribution/Wastewater Collection (W/WW) maintenance and repair operations. Executes work orders and follows directions based on work experience. This role involves performing the daily operations of the W/WW Field Operations, ensuring all actions are completed safely. It includes conducting utility maintenance and repair using the necessary equipment, materials, and tools to complete work orders, and inspecting water lines and sewer pipes. The technician is responsible for collecting necessary materials, tools, equipment, and instructions before arriving at the job site, and performing work assignments in accordance with all city and departmental regulations and safety requirements. A key aspect of this role is contributing to work site actions to ensure safety rules and regulations are followed, and that the work zone, traffic control, and all equipment are in safe operating condition. The position requires operating light machinery in accordance with all safety guidelines, including OSHA, and utilizing proper safety precautions in all work performed. This includes reporting problems and emergency situations, and recognizing, avoiding, and reporting unsafe acts, conditions, accidents, and injuries. The technician will respond to emergency maintenance requests during normal hours and after hours when on call. Support for divisional operations with regular and timely attendance is expected. Maintaining a cell phone for City use is a requirement for this position. The role also involves supporting the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior, maintaining confidentiality, and performing other duties as required or assigned.

Requirements

  • 2 years construction and field operations experience required OR an equivalent combination of training and experience.
  • Knowledge of principles, practices, methods, materials, tools, and equipment used in public utility maintenance.
  • Knowledge of safety standards for light equipment operations.
  • Knowledge of OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW infrastructure.
  • Ability to work after hours, weekends and holidays (scheduled and nonscheduled).
  • Ability to respond to after hour emergencies as needed within one hour of notification.
  • Ability to perform rotating on-call duty and rotating shifts as needed.
  • Skill in completing maintenance and repair work orders.
  • Skill in identifying, locating and marking underground utility lines on active water, sewer and reuse mains in the City of Odessa using 811 ticket system.
  • Skill in reading and interpreting plans, schematics, and specifications.
  • Skill in following directions of crew leader.
  • Skill in troubleshooting, repairing, and maintaining water, wastewater, water meters, and specialty equipment and control systems.
  • Skill in promoting and enforcing safe work practices.
  • Skill in operating a personal computer utilizing standard and specialized software.
  • Skill in establishing and maintaining effective working relationships with co-workers.
  • Skill in verbal and written communication.
  • A Texas State Driver's License is required.
  • Work is performed in outdoors at work sites.
  • City approved shoes must be worn.

Nice To Haves

  • High School Diploma or GED preferred.
  • Class D Water or Wastewater license is preferred.
