GENERAL DEFINITION OF WORK: Various engineering responsibility related to new development with the City working under the direction of the Utilities Director.

Requirements

  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Some knowledge of mathematics and ability to make arithmetical calculations quickly and accurately.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Knowledge of the elementary principles and practices of civil engineering as applied to inspection tasks.
  • Ability to make independent investigations of engineering problems.
  • Ability to establish and maintain an effective working relationship with subordinates, municipal officials, and the general public including business owners and construction personnel.
  • Ability to perform precise work, to make engineering computations, to reduce field notes, and to prepare plans for the more routine public works construction projects.
  • Ability to interpret engineering plans and specifications.
  • Engineer in Training Certification must be obtained within 12 months of hire or date of promotion (if not currently held).
  • Valid Tennessee Driver's License and clear driving record are required.
  • Other Engineering degree may be substituted with the addition of five years or more experience in general civil and municipal engineering including subdivisions/site development, utilities and/or civil construction.

Nice To Haves

  • Engineer in Training Certification is preferred.
  • Bachelor's (B.S.) Civil Engineering Degree from a four-year college or university preferred.

Responsibilities

  • Review and comment on engineering plans and plats for proposed additions/modifications for residential/commercial subdivisions, roadways and site development.
  • Review of and comment on engineering plans for City funded infrastructure improvements, modifications and expansions.
  • Coordination with other City departments.
  • Working in conjunction with the City Engineering Department to ensure water/sewer systems are constructed correctly prior to the commencement of warranty periods and final acceptance of the systems.
  • Confers with the general public regarding complaints, problems and concerns.
  • Working in conjunction with the City’s Engineering Department to calculate water and sewer capacity and tap fees for new development and changes in usage by business at existing locations.
  • Calculating stormwater fees for new development.
  • Provide technical engineering advice to various departments.
  • Monitors/supervises construction, inspection and records maintenance.
  • Attends various public and City meeting as directed by the Utilities Director.
  • Field coordination with developers/contractors and the City Engineering/Utilities Department for problem solving and modifications during construction.
  • Coordination with the Planning, Utility, and Engineering Departments as well as the Public Works and Infrastructure Committee in improving our specifications/ordinances as needs change, problems occur, or improved practices are necessary.
  • Coordination with other Local and State agencies regarding projects, improvements or other circumstances that will affect roadways within the City and/or City water/sewer systems.
  • Work in conjunction with the City Utility Department to monitor water usage for large consumers to ensure projected usage at the time of development remains accurate and adjust capacity fees as required.
  • Other special projects, duties or assignments as directed by the Engineer Managers.
  • Working in conjunction with the City Utility Department on correspondence regarding sewer and water availability upon request by developer, etc.
