About The Position

Noblis ESI is seeking an experienced User Engagement Representative with a background in the Intelligence Community and the Department of War (DoW) to support our IC client's Strategic Integration Office (SIO) at the Pentagon in Arlington, Virginia. This role is essential to ensuring the technical awareness, continuity, and impact within the DoW at the Pentagon to advocate for NRO equities, inform policy discussions, and coordinate between the DoW and NRO staffs. The primary place of performance is the NRO office at the Pentagon. However, visits to NRO HQ and mission partner facilities in the National Capitol Region are expected on a regular basis to enable better collaboration and interoperability.

Requirements

Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
US Citizenship is required.
Bachelor's degree and 12 years of experience OR Master's degree and 10 years of experience OR Associate degree and 14 years of experience OR HS diploma/GED and 16 years of experience.
Experience supporting Executive/Senior-level Agency/Department policy, oversight, and resource leadership.
Domain knowledge and expertise in multiple interrelated space and satellite ground systems.
Experience with National Intelligence space systems and Intelligence disciplines.
Travel up to 10% within US.
Lift up to 30 lbs, walk, bend, drive.

Nice To Haves

Master's or PhD in Technology, Computer Science, Engineering, or related field.
Degree in Business, Science, Technology, Engineering, or Mathematics (BSTEM), or related field. Alternatively, demonstrate an additional 4 years of related IC and DoW intelligence systems experience per level if no degree is held.
Domain knowledge and expertise in systems engineering of interrelated systems.
Experience working on space and ground programs from Enterprise Capabilities, and architecture-definition documentation through requirements derivation and allocation, performance metric generation and assessment, test case development, and requirement closure tracing.
Professional certifications in Systems or Digital Engineering, Program Management, Architecture (such as DAWIA, INCOSE, MBSE such as OCSMP SysML Model Builder, Agile, or PMP).
Operational familiarity with NRO Tools (ChatSurfer, Thresher, JEMA, etc), or NRO collection data or Mission Partner Intelligence Data.

Responsibilities

Support the NRO's Directorate as a User Engagement Representative under the NRO Strategic Integration Office (SIO).
Interface between the NRO and the Department of War to include the Under Secretaries of War for Intelligence and Security, Policy, Research and Engineering, and Acquisition and Sustainment.
Support the DoW to enable their oversight responsibilities and provide effective NRO advocacy within the DoW while providing NRO awareness of key challenges and opportunities within the DoW.
Keep track of important actions and milestones for executives.
Collaborate with NRO Directorates and Offices to coordinate visits from DoW distinguished visitors to the NRO enterprise.
Draft, edit, and write reports, correspondence, and briefs.
Collaborate with NRO Directorates and Offices to improve warfighter and IC decision making with the inclusion of NRO provided capabilities and data.
