About The Position

Pebl is seeking an experienced Benefits Administrator to lead the administration, compliance, and continuous improvement of its U.S. employee benefits programs. This role involves managing 401(k) retirement plans, health and welfare benefits, leave programs, and vendor partnerships. The ideal candidate will have a strong understanding of the operational and compliance complexities of benefits in an Employer of Record (EOR), PEO, or staffing environment, where accuracy, scalability, and service quality are paramount. The Benefits Administrator will be responsible for day-to-day benefits administration, supporting strategic plan design, ensuring regulatory compliance, and collaborating with various internal teams (Payroll, HR Operations, Legal, Finance) and external partners (brokers, carriers, TPAs, recordkeepers). This position requires a detail-oriented, highly organized individual comfortable in a fast-paced setting, managing benefits for a distributed, multi-state workforce.

Requirements

  • 5+ years of progressive benefits experience, preferably in an EOR, PEO, staffing, multi-entity, or other complex employer environment with distributed and/or multi-state employee populations.
  • Strong understanding of the U.S. benefits lifecycle, including eligibility, enrollment, life events, payroll deductions, carrier administration, and reconciliation.
  • Strong working knowledge of 401(k) operations, including payroll integration, contribution remittance, eligibility tracking, notices, testing support, and vendor coordination.
  • Strong understanding of U.S. benefits compliance, including ERISA, COBRA, ACA, HIPAA, Section 125, and related retirement and welfare plan requirements.
  • Experience managing annual open enrollment from system configuration through testing, launch, and post-enrollment reconciliation.
  • Strong analytical, reconciliation, and problem-solving skills, with exceptional attention to detail.
  • Experience working with HRIS, payroll systems, benefits administration platforms, and retirement recordkeeping systems.
  • Demonstrated ability to troubleshoot complex system and benefits issues and identify root causes.
  • Strong Excel and data analysis skills, with experience working with benefits data and reports.
  • Excellent written and verbal communication skills, with the ability to explain benefits clearly to employees and stakeholders.
  • Ability to work independently in a fast-paced, highly collaborative environment and manage multiple priorities simultaneously.

  • Experience supporting or building benefits programs in a high-growth EOR or global workforce company.
  • Experience with 401(k) audits, Form 5500 coordination, plan testing, audits, plan amendments, and vendor implementations.
  • Familiarity with leave administration and multi-state leave requirements.
  • CEBS, CBP, SHRM, PHR, or similar professional certification.

Responsibilities

  • Manage end-to-end administration of the company’s 401(k) plan(s), including eligibility, enrollments, deferral changes, employer contributions, loans, hardship processes, distributions, notices, and participant support.
  • Partner with recordkeepers, TPAs, Payroll, and Finance to ensure accurate and timely payroll deductions, contribution funding, and reconciliation.
  • Oversee annual retirement plan activities, including nondiscrimination testing, census review, audit support, Form 5500 coordination, plan notices, and correction of operational issues.
  • Monitor plan operations for compliance with ERISA, IRS, and Department of Labor requirements.
  • Support plan design changes, vendor transitions, and retirement education initiatives to improve employee participation and experience.
  • Administer U.S. health and welfare programs, including medical, dental, vision, life, disability, FSA/HSA, commuter, COBRA, and leave-related benefits.
  • Own benefits onboarding, life event changes, terminations, employee communications, and escalated issue resolution.
  • Manage open enrollment planning and execution, including system setup, testing, employee education, vendor coordination, and post-enrollment reconciliation.
  • Review carrier invoices and eligibility files to ensure accurate billing and timely resolution of discrepancies.
  • Maintain benefits content in HRIS, knowledge bases, employee guides, and internal process documentation.
  • Ensure benefits processes align with the needs of an EOR business model, including coordination across internal teams supporting U.S. employees and client populations.
  • Help manage benefits compliance across a multi-state U.S. workforce, including ACA tracking, required notices, plan document administration, and eligibility rules.
  • Partner with Legal and Compliance teams on benefits-related policies, employee communications, and risk management.
  • Support audits, internal controls, and documentation for benefits and retirement plan administration.
  • Identify gaps, streamline processes, and implement scalable controls that improve service delivery and reduce compliance risk.
  • Serve as the primary day-to-day contact for brokers, carriers, retirement plan vendors, COBRA administrators, leave vendors, and other external partners.
  • Track vendor performance against SLAs, escalate issues, and lead regular operational reviews.
  • Collaborate with Payroll, HRIS, People Ops, Finance, and Customer/Client teams to ensure smooth execution of benefits programs.
  • Provide clear, practical guidance to employees, managers, and internal stakeholders on benefits policies and programs.
