About The Position

The Maryland Department of Labor, Division of Unemployment Insurance is seeking a qualified and motivated individual for the full-time, permanent position of UI Professional IV. This recruitment will be used to fill current and future vacancies within the Division. An eligible list of candidates will be maintained for one year after the announcement’s closing date. This position is responsible for ensuring integrity and compliance with Maryland’s Unemployment Insurance (UI) laws by ensuring accurate and timely collection of data to support benefit accuracy, determinations, and the integrity and sustainability of the UI system. Charles Street, Baltimore, Maryland 21201. Main Purpose of Job The purpose of this position is to assist in executing the mission of the Department of Labor and achieving the agency's goals. The Unemployment Insurance Professional IV completes duties that audit randomly selected unemployment in which benefits have been paid and denied in order to detect the source and reason for improper payments or to determine if a decision to deny benefits adjudicated properly. The position also works collaborative with various Division of Unemployment units and staff to facilitate in efforts to detect, prevent and deter improper payments. This position will conduct Tax Performance System (TPS) and Data Validation (DV) the review activities mandated by the US Department of Labor.

Requirements

  • Seven years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program.
  • OR Seven years of experience in administrative staff or professional staff work.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or an insurance claims processing and fraud investigations program, OR three years of experience in administrative staff or professional staff work for the required experience.
  • Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.
  • Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.
  • All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud.

Responsibilities

  • Use interviewing and investigation techniques to conduct thorough telephone fact finding interviews on randomly selected cases that include elements for finance, correctness of adjudication, and compliance with agency policy, and US Department of Labor mandates.
  • Evaluate accuracy and timeliness of state UI tax operations (such as employer registration, reporting, collections, and benefit charging).
  • Draw conclusions from computed measures, system reviews and acceptance sample findings to make timely and quality determinations.
  • Verify the accuracy of the reported counts and dollar amounts truly reflect what is in the state’s underlying records.
  • Submit results of reviews to USDOL automated software or other method required.
