About The Position

The Georgia Department of Labor (GDOL) is seeking an experienced Program Manager to lead the UI Inspire Modernization Program, a large-scale transformation initiative focused on modernizing Unemployment Insurance (UI) Benefits, Tax, and Appeals systems. This role will oversee program delivery, vendor coordination, implementation readiness, governance, risk management, and operational transition activities to support the planned September 2026 go-live. The selected candidate will collaborate with GDOL leadership, Georgia Technology Authority (GTA), implementation vendors, and business stakeholders to ensure successful delivery of modernization objectives, federal compliance requirements, and post-implementation stabilization.

Requirements

  • Bachelor's Degree in Information Systems, Computer Science, Business Administration, Public Administration, or related field.
  • 10+ years of experience managing large-scale IT modernization or enterprise system implementation programs.
  • 10+ years of experience working in multi-vendor delivery environments and state technology governance frameworks.
  • 10+ years of experience coordinating development, testing, data migration, and implementation readiness activities.
  • Strong knowledge of Agile, Hybrid, and Iterative delivery methodologies.
  • Experience managing cloud-based or enterprise platform implementations.
  • Expertise in vendor management, stakeholder engagement, risk management, and executive reporting.
  • Active PMP, PMI-ACP, or equivalent Project Management Certification (Required).
  • Active PgMP Certification (Required).
  • Candidates must be local to Metro Atlanta.
  • Active PMP (or equivalent) and PgMP certifications are mandatory and must be submitted with the resume.
  • Resume must clearly demonstrate all required skills and relevant experience.

Nice To Haves

  • Experience supporting State Unemployment Insurance (UI) modernization programs.
  • Familiarity with federal UI certification processes and readiness requirements.
  • Experience working within public sector governance and executive oversight structures.
  • Background in workforce, labor, unemployment insurance, or human services modernization initiatives.

Responsibilities

  • Lead end-to-end planning, execution, monitoring, and delivery of the UI Inspire modernization program.
  • Manage integrated program schedules, milestones, budgets, risks, issues, and dependencies.
  • Coordinate Benefits, Tax, Appeals, testing, data migration, security, and readiness workstreams.
  • Oversee vendor performance and ensure timely delivery of project milestones.
  • Facilitate executive governance meetings, steering committees, and leadership briefings.
  • Track implementation readiness activities including UAT, data validation, performance testing, security testing, and production readiness.
  • Support federal certification readiness and compliance requirements for UI modernization initiatives.
  • Develop Go-Live, Cutover, Go/No-Go, rollback, and post-production stabilization plans.
  • Coordinate organizational change management, training, and operational readiness activities.
  • Provide executive-level reporting, risk mitigation strategies, and stakeholder communication.
