About The Position

This position performs highly complex (senior-level) consultative services and technical assistance work related to the development and implementation of the Texas Vaccines for Children (TVFC) Program. Under the limited supervision of the Vaccine Operations Group Manager, with moderate latitude for the use of initiative and independent judgment. Assists with the development of guidelines, policies, and procedures for the VOG group. Writes or updates policies and procedures for TVFC activities and projects. This position reviews and interprets federal and state policy and conducts research to determine policy options and impacts and develops policy recommendations. Work requires collaboration with staff internal and external stakeholders including, but not limited to, Central Office and the local and regional health departments.

Requirements

  • Bachelor's degree from an accredited four-year college or university required with major course work in public health, social services, policy, biology, or a related field.
  • One year of full-time relevant experience may substitute for education on a year-for-year basis.
  • Relevant experience may include policy development, policy communication, program implementation, stakeholder engagement, public health training, or compliance monitoring.
  • Experience in public health, health promotion and education, health policy, or immunizations.
  • Experience in developing written materials.
  • Experience researching, interpreting and analyzing data and policies.
  • Knowledge of the immunization program in Texas, medical terminology; the natural history of vaccine-preventable diseases; risk assessment and risk management related to vaccine-preventable diseases.
  • Knowledge of state and federal policy development processes.
  • Strong skills in researching, interpreting, and analyzing complex data and policies.
  • Skill in identifying policy options and impacts for decision makers.
  • Skill in synthesizing complex information and translating it into clear and concise policy documents.
  • Strong skills in communicating verbally and in writing and presenting information publicly.
  • Strong skills in analyzing and evaluating complex federal and state legislation, program, policy, and operations issues.
  • Skill in developing creative and workable solutions to complex problems and policy issues.

Responsibilities

  • Identifies needed areas of change, makes recommendations to improve operations, assists in development of plans for implementation, and assists in coordinating the implementation.
  • Assists with the development and establishment of priorities for TVFC Program implementation.
  • Develops guidelines, policies, procedures, rules, and regulations and implements them to ensure compliance with the federal grant and State Auditor Office requirements.
  • Works closely with the Vaccines Operations Group Manager to establish the goals and objectives for quality assurance of TVFC providers with the quality assurance contractor.
  • Assists the development of policies and procedures for evaluating the effectiveness of the TVFC Program.
  • Synthesizes data and information, performs analysis of policy options, and articulates policy options in writing and in presentations.
  • Works with multiple internal and external stakeholders in the review and development of options, through workgroups and individually; guides and facilitates interaction among agency programs to obtain necessary input and information for policy development and analysis.
  • Monitors and assists with provider recruitment, enrollment, and training.
  • Ensures that the provider recruitment tracking system is created and maintained, and QA performed periodically to ensure data integrity.
  • Works with staff to develop and implement recruitment and enrollment procedures.
  • Assists in producing a standardized training program conducted by regional and local health department for new providers.
  • Assists in analyzing recruitment and enrollment data and generate market saturation reports of physician participation in the TVFC for targeted specialties.
  • Assists in preparing and presenting content to providers and regional and local health departments.
  • Trains staff in TVFC Program policies and activities.
  • Serves as the liaison for Immunization Program Evaluation ensuring that all activities are completed in a timely manner and in accordance with the CDC policy.
  • Responds to special requests and assignments from Immunization Unit management.
  • Assists in providing guidance and technical assistance to Immunization Unit staff related to VFC policy.
  • Actively participates and/or serves in a supporting role to meet the agency’s obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation.
